She might be able to, I agree.  She should definitely start local and build up a position and power base; however, she will have to be a lot more mature than she was back in 2008.

   Yes @catfish1957 it took me a bit longer because he WAS a great Governor of Texas, as was Perry who had the smarts to GTFO of Trump's Administration before his corruption at DOE (Ukraine) was exposed and indictments started dropping.

I don't think so.  7 of 50 GOP senators voted to convict Trump, and 10 out of 207 GOP house members voted for impeachment.

If the Bush wing of the the GOP is even 10% now, I'd be shocked.
