Hacienda rape case puts spotlight on a larger problem in Arizona, report says

The Hacienda HealthCare rape case could be a catalyst for much-needed improvements in Arizona law and policy meant to protect vulnerable adults, a new report suggests.

The Arizona Developmental Disabilities Planning Council on Tuesday released a report highlighting Arizona's shortcomings in protecting some of its most defenseless residents from sexual abuse.

A state task force since September had been working on the issue of protecting Arizonan with disabilities from sexual abuse. The rape of a patient at Hacienda HealthCare in Phoenix only came to light after she gave birth to a boy Dec. 29.

What happened to the woman brought critical attention to an existing, serious problem, said Erica McFadden, planning council executive director. The council held a public meeting to gather input about the case last week.
