SACRAMENTO — California lawmakers are targeting the expected windfall that companies in the state would see under the federal tax overhaul with a bill that would require businesses to turn over half to the state.

A proposed Assembly Constitutional Amendment by Assemblymen Kevin McCarty, D-Sacramento, and Phil Ting, D-San Francisco, would create a tax surcharge on California companies making more than $1 million so that half of their federal tax cut would instead go to programs that benefit low-income and middle-class families.

If anybody is wondering what would happen if California was allowed to secede, this story is a good indication. I'm sure there a plenty of pro capitalist libs who sincerely believe their wealth will be protected by their new socialist rulers come secession.
The reality would be the state would start practicing a Venezuela/Chavez-type of wealth requisition believing that wealth simply exists, and rich people got to The Great Pile Of Moolah first. Therefore, it would only be just and right to take away a great chunk of the California richies' unearned goodies to bestow on poorer Californians.
Obviously, most of the chastened rich libs would want to leave California after discovering their new socialist rulers want to squeeze them dry. That would include many of the present Silicon Valley richies who will discover that their sympathy for the "oppressed" will do them no good. They will be the new Evil White targets of the fascist left. Even if they're of East Asian origin, their wealth wil be eventually confiscated as well. They will have to pay a very stiff reentry pass into the still capitalist U.S. which will erect a huge wall on the California border to keep out the undesirables. The richies will gladly pay the stiff fee for reentry.
Only maybe some of the perpetually clueless i.e. stupid Hollyweird libs will stay on to virtue signal as their riches are forcibly extracted from them. 
They'll have to get used to the new state plan of housing the many new and now legal hordes from south of the border in their many mansions. They also might like the idea of sharing their luxury cars, planes, yachts, etc. with the masses.  Enjoy the secession libs....while you can.

I imagine there will be a flurry of emails starting this morning from the CEO's of what's left of Big Business in California (minus Apple, Yahoo and a couple of others) to their property departments asking them to provide a course of action and several possible property location outside the state of California to relocate to.

I imagine there will be a flurry of emails starting this morning from the CEO's of what's left of Big Business in California (minus Apple, Yahoo and a couple of others) to their property departments asking them to provide a course of action and several possible property location outside the state of California to relocate to.
I think they will probably be more in the lines of a demand for acceleration the process already started. No sane CEO would be blind to the path the democrats and members of la raza in California's government have put the state on. Of course sane takes into account your proviso of Apple, Yahoo and a couple of others and especially Google.
