For years, consumers have warred with telemarketers for ringing their landline phones at all hours of the day.

Pretty soon, though, they might find their mobile voicemail under the same sort of assault — that is, if the U.S. Republican Party and others have their way.

The GOP’s leading campaign and fundraising arm, the Republican National Committee, has quietly thrown its support behind a proposal at the Federal Communications Commission that would pave the way for marketers to auto-dial consumers’ cellphones and leave them prerecorded voicemail messages — all without ever causing their devices to ring.

Under current federal law, telemarketers and others, like political groups, aren’t allowed to launch robocall campaigns targeting cellphones unless they first obtain a consumer’s written consent.

But businesses stress that it’s a different story when it comes to “ringless voicemail” — because it technically doesn’t qualify as a phone call in the first place. In their eyes, that means they shouldn’t need a customer or voter’s permission if they want to auto-dial mobile voicemail inboxes in bulk pre-made messages about a political candidate, product or cause. And they want the FCC to rule, once and for all, that they’re in the clear.

Their argument, however, has drawn immense opposition from consumer advocates.

“I think it’s unfortunate that there’s a push by any political party to reduce the protections in [the robocall rules] for cellphones,” said Margot Freeman Saunders, who serves as senior counsel at the National Consumer Law Center.

Ok, so long as they're required to include a code identifier in the message that will allow a phone app to automatically recognize it as ringless voicemail spam and automatically delete it.   And so long as the spammers are required to pay all charges associated with receiving their spam.

All of this Russia nonsense will not cost the GOP seats because it doesn't effect the average GOP voter on the ground. This will cost the GOP seats because it effects voters on the ground.

This is the stupidest and most short sighted thing I have seen the GOP do since the "No New Taxes" 180.

I'm already receiving voice mail messages from spam callers on my cell phone. And the phone doesn't ring.

Time was, I could program my cell phone to automatically delete calls from certain numbers (including any marked "Private" or "Unknown"l without the phone ringing or the call going to voice mail. Then the android system was changed, so all the junk calls go to voice mail.  Every so often, I just go through my voice mail messages and delete them. 

I believe the Republican Party still has my old landline number, which I gave up a few years ago. As long as they don't have my cell phone number, perhaps I won't be hearing from them.

I wouldn't go quite that far.  They should just be spammed with voice mails consisting of nothing but Justin Bieber songs.

I leave my in-box full.  That way no one can leave voice messages.  A bit of a pain, but those who know me know to text me instead.

I did that for a long time...years.  Only last month, I decided I needed voicemail... and then this proposal comes along.

Not happy with this at all.  My call/msg block app will delete the messages without my ever seeing them, but I still don't like it a bit.  It's just extra processing on my phone that is unnecessary.  The Rs better realize they are going to piss off every voter in America with this other than those that want to spam people.

This is stupid.  Didn't it occur to anybody it still takes air time to retrieve the message and get rid of the annoyer that pops up on the phone?  There is virtually no difference between this ringless scheme and simply calling people.

As for other junk robocalls, while it's still illegal to robocall cell phones, I get more than a couple of them a day.  I have "donotcall.gov" bookmarked, and I enter all the phone numbers that called into a form.  It takes time, and probably does nothing, but I feel like I'm doing something.
