Of course there no standard or criteria to base this award on, its whatever the POTUS wants to do and award to anyone he wants...

Handing out Medals of Honor to men who gave life & limb for their fellow soldiers & country, meh.

What gets Obama choked up is giving the Medal of Freedom to Ellen.

It was good to give Vin Scully an award; otherwise, I'm not too thrilled about what happened.
