Aides: White House to announce Affordable Care Act fix

The White House will announce a solution to a wave of health insurance cancellation notices at noon Thursday, according to senior Democratic aides.
President Barack Obama will speak at 11:35 a.m. on Obamacare. Shortly after making the announcement, White House Chief of Staff Denis McDonough will brief an increasingly restless Senate Democratic caucus on the fix to Obamacare.
The administrative solution to Obamacare is an attempt to head off a push from moderate and red state Democrats who are threatening to attempt an end-around of the administration on health care. Sens. Mary Landrieu (D-La.) and Mark Udall (D-Colo.) have introduced bills that would allow people to keep their health plans if insurers cancel them — an attempt to codify a longheld vow of Obama’s that “if you like your health care, you can keep it” under Obamacare.
The administration is also seeking to prevent a swell of Democratic defections in the House on Friday, when the chamber will vote on a bill from Rep. Fred Upton (R-Mich.) that would grandfather in health insurance policies.
Though there will be relief among some corners of Congress that the White House has struck a solution, even the rollout of a fix to Obamacare has been bumpy. Senate leaders weren’t even briefed on what the fix will entail ahead of time, sources said.
“Yes. One is coming,” said one exasperated aide. “You’d think they’d want to tell us first.”

House Minority Leader Nancy Pelosi said Thursday that President Barack Obama will offer a fix to Obamacare problems as soon as today.
“I think it can be done administratively. The president will offer a proposal today, is my understanding,” Pelosi said at the World Ideas Forum, hosted by The Atlantic.
Obama on Thursday is traveling to Cleveland to speak at a steel plant there.
Pelosi seemed to suggest that Obama will propose an administrative solution, which is significant because a growing number of Democrats are supporting a legislative fix.
Meanwhile, Pelosi also said congressional Democrats are working on a separate solution.
“We have our own proposal, which we think is really good,” she said. “I think that we’ll see in the next 24, 48, 36 hours something to the effect of how do we accommodate those people.”

Trying to quell a growing rebellion from members of his own party, President Barack Obama will announce an administrative fix Thursday to Obamacare to ensure Americans who like their insurance can keep it by permitting current plans to continue into the coming year.
The president’s proposal would allow insurers to offer plans in 2014 that were previously slated to sunset this year, but require the companies to let consumers know how — if at all — their policies don’t comply with the minimum benefits of the Affordable Care Act, according to a source briefed on the proposal.

WASHINGTON—The White House on Thursday will announce a plan for allowing insurance companies to continue offering existing individual insurance policies even if they fall short of the coverage standards set by the 2010 health-care law, a Democratic official briefed on the plan said.

The move is designed to ease the problem created by the cancellation of hundreds of thousands of policies in recent weeks. President Barack Obama will deliver a statement on the health law at 11:35 a.m. EST, the White House said, as the administration signaled it was open to legislation to fix problems with the rollout.
The move is likely to make it easier for the White House to dissuade Democrats from voting for a House Republican bill due to come to a vote on Friday that the Obama administration believes goes too far in trying to address the cancellation problem.
The Obama plan, which the official said could be implemented without passing legislation, would allow insurance companies to extend "substandard'' plans in 2014 only if they are already in existence. Unlike the House bill, the administration plan wouldn't allow insurance companies to offer such plans to new customers.
The policy also would require insurance companies, if they extend such policies, to notify these customers that alternative policies might be available under the government insurance exchange and to tell them what benefits they wouldn't be getting if they remained with their current plans.
The Democratic official said he believed the proposal would satisfy many Democrats who have been considering voting for the House bill.

President Obama and the progressive socialists are so predictable, you can thank me later for saving you the trouble of having to watch his speech.
Here’s my prediction for Obama’s speech. First of all, it seems that the Obama administration has just not learned that the American people are done with carefully crafted rhetoric. I believe that Obama will just exacerbate the situation by following the typical pattern.
He will place blame somewhere, those nasty Republicans and Fox news, all those detractors who fought against his initiative. The insurance companies will get blamed for cancellation notices. And if all else fails, blame the TEA Party.
Then again in arrogant style he will speak to the American people as incompetent children who do not understand the complexity of unveiling this brilliant scheme. And don’t forget this is only affecting 5% so as Ezekiel Emmanuel states, “this is irrelevant.” Next will come the excuses as to why it has been difficult to get Obamacare implemented and all the challenges “he” has had to face.
Obama will talk about his feigned anger in not be able to provide to the American people, and look for some more blame to be interjected. Lastly, for a closer, the guilt trip. President Obama will make himself the victim and send us down the road of making us feel sorry for him. After all, he did get burned by the failure of the website.
Solutions from Obama? I predict that the push will be for more taxes to care for the sick and poor. As well, I suspect the behind-the-scenes push to slide more folks into MEDICAID, because never forget the strategic goal is single payer.
President Obama and the progressive socialists are so predictable, you can thank me later for saving you the trouble of having to watch.

There are decent sections - the AMA's (Ask Me Anythings) can be interesting. The Science and history boards are always fascinating. Of course, to get there, you have to wade though a whole river of vileness. Until recently it had an entire board devoted to up skirt photos, for example.

My wife is in senior management for one of the largest HMOs in the country. They have been spending the better part of 2 YEARS converting their individual plan policies to adhere to the strict regulations of ObamaCare. Now, she finds out today from the VP level that they have emergency meetings, and apparently are going to try in 50 days to work with whatever states are willing to go through the work and patch together some plans. Plans that they are going to have to charge a much higher premium on, based solely on the projections for fiscal year 2014 that were made early in 2013.
Obama is the biggest fraud ever perpetrated on the American people. He made this foolish "correction" today solely so he can blame insurance companies who worked day and night over 2 years to plan for his law, as it was written.

Arkansas, Washington State Reject Obamacare ‘Fixes’
Congressional Democrats are now wondering whether it will require legislation to enforce the “fixes” to the Affordable Care Act that President Barack Obama endorsed on Thursday. Some suggested that those fixes, which are not enforceable, would require legislation in order to prevent state insurance commissioners from opting out. Already, two states are refusing to follow up with the president’s recommended fixes to the ACA.
“Trying to do what the president has proposed would be very disruptive to the insurance market in the state of Washington so no, we will not be allowing insurance companies to extend these policies,” Washington state insurance commissioner Mike Kreidler told AP.
Kreidler said that the nearly 300,000 Washingtonians who received notices informing them of their policy’s cancellation will not be able to access those plans again.
“I have empathy for these people, I certainly feel for them, but at the same time, people really have a chance right now to shop and compare various health plans and make some decisions that best fits themselves and their families in ways that could never do before,” Kreidler continued. “But if you wind up extending these current plans that are out there, you really disrupt the ability for that to happen.”
Washington will apparently be joined by Arkansas. According to Arkansas Times editor David Ramsey (via the Washington Post‘s Sarah Kliff), the state’s insurance commissioner does not plan to allow plans slated to be cancelled to be renewed into 2015.
Because Kreidler knows best and WA is certainly lucky to have him.
