"We must have clear policies in place regarding what is happening with this data, who has access to it, and how it can be used."

The governor is urging all municipalities to immediately pause installation of any new cameras and ALPRs until the guidance is finalized.

The vehicle’s driver, Amber Newell, and her passengers were detained during the stop. However, when Brookfield Police contacted the Milwaukee Police Department to coordinate the arrest, MPD informed them they no longer needed the vehicle or its occupants. The officers immediately released Newell and the other individuals.

According to the Milwaukee Police Department, the incident resulted from a personnel error rather than a technological malfunction. MPD staff had failed to remove the wanted vehicle alert from the Flock system after the investigation no longer required monitoring that particular car. Brookfield Police Chief Christopher Garcia stated that his officers’ actions were consistent with the information available to them at the time of the stop.

In its first public test Friday at the Def Con cybersecurity conference in Las Vegas, Swearingen successfully demonstrated the pattern printed on a vehicle, proving that these patterns can be effective at defeating surveillance detection in the real world.


For as long as there have been cameras capable of detecting things, there have been efforts to counter the technology. Several art projects and clothing brands have introduced apparel that aims to help people defeat facial recognition. Some eyeglass makers are jumping on the trend, albeit not with much efficacy.

Swearingen said his research builds on some of this earlier work, which showed that it was possible to block camera detections.

Vehicle surveillance giant Flock Safety has told the public for years that its technology “cannot recognize, identify, or track individuals.” It has now built a system that does both, an artificial intelligence tool for police that can identify drivers and track vehicles by their patterns of movement alone, WIRED has learned.

Drawing on a network of cameras that logs the movements of drivers in more than 6,000 communities, the tool can pick out potential witnesses by how often their cars pass through a neighborhood, or surface a driver’s “associates” from the cameras they pass together. Because the system also reaches police case files, 911 dispatch logs, and commercial identity records, those plates can be turned into names, home addresses, and relatives. It can search for people in an area drawn on a map based on nothing more than a physical description.

The software, originally called Nightshift and more recently renamed OS Investigate, ships with 69 prewritten prompts that officers can select, review, or edit, and then submit to the AI. Officers can also input prompts of their own.


Privacy and legal experts say Flock’s tools already raise serious constitutional concerns by giving police broad, often warrantless access to a vast record of people's movement. But the prompts WIRED examined go further, turning a tool for finding a known vehicle into one that casts suspicion on drivers based on where and how often they drive, regardless of whether they are wanted for a crime.


One prompt Flock pre-loaded into the system reads: “Find me witnesses based on vehicles most seen in [neighborhood] during [last 14 days] during [daily timeframe]. *(will not include whitelisted vehicles).” An officer would fill in the blanks and submit it. The output is a list of plates, which other tools in the product then convert into names and home addresses.
Another prompt instructs the system to list everyone arrested more than twice in two years for “any offense,” exempting only narcotics arrests, and then says to map where those people live, retrieve the calls for service at their homes, and “do a workup on the top 3 individuals.” The prompt begins with everyone in the area who has an arrest record and ends with dossiers on three of them, chosen by the software.

A “workup,” in Flock's terminology, is a one-command background check. It starts with a name and a date of birth and returns what the department's records and commercial data hold: vehicles, prior listings as a suspect, and, on a second screen, relatives, phone numbers, and online accounts.

Nineteen of the prompts describe hunting for patterns rather than looking up a record. Fourteen call for no plate, no name, and no description. The officer simply supplies a location, a window of time, and a behavior.

One group of requests asks for vehicles that visited three or more retail locations in a city in three days, or multiple banks in a week, or multiple gas stations between midnight and 5 am. None of the five names a target or an incident.

The tool behind those searches carries a filter that strips out buses, semi trucks, work vans, and trailers, so a delivery driver visiting five shops would come off the list, while an ordinary driver making the same rounds remains.

She noted there is also a bipartisan focus on the company on Capitol Hill, with Rep. Tim Burchett (R-TN) pushing for federal tax dollars not to be used to install the cameras and Sen. Bernie Sanders (I-VT) calling for an outright ban.

McEnany said the scrutiny from both lawmakers and citizens follows examples of the cameras making “mistakes” and three alleged cases of cops improperly accessing Flock data. On the other hand, she said the company claims it has been used to solve 10,000 missing person cases and helped solve more than 1 million crimes.

Langley told Fox News calls to ban the technology are absurd — but he was in favor of more regulation.

In a year as chaotic, violent, and economically destructive as this one has been, it is interesting that, to many Americans, the great villain of 2026 is turning out to be a traffic camera.

But, indeed, we are seeing visceral, cross-partisan opposition to so-called Flock cameras—named after the leading manufacturer of these automated license plate readers—take hold in communities across the country. And that opposition is, to be sure, entirely legitimate.


In a genuine grassroots movement spreading primarily through local Facebook groups and the like, with little coverage outside local media, concerned citizens are doing everything from pressuring local lawmakers to rescind their contracts with Flock Safety to donning masks and cutting the cameras down with electric saws.

And this opposition is starting to have some success. More than 50 jurisdictions have ended their relationships with Flock after local backlash. And, after Flock tried and failed for months to get the wider public to view organizations that track the location of these cameras as terrorists because some have used those locations to avoid, disable, or destroy some, the company announced last week that it was implementing several changes to try and defuse the public anger.

It’s notable that a government contractor that does no direct business with the public feels this pressured by that public to change its behavior. But even more notable is how ineffective the normal propaganda that gets rolled out to justify these kinds of advancements in government surveillance has been this time around.

The familiar tropes that government officials are only gathering this kind of data on all of us because it’s crucial for our safety or that it only ought to bother us if we’re criminals with something to hide are not just falling on deaf ears, they’re being widely ridiculed.

Flock’s camera networks are based on the idea that, while it would obviously be illegal and unconstitutional for law enforcement at any and all levels to put GPS trackers in everyone’s cars, it would be legal for a cop standing on some street corner to report that they had seen a specific vehicle drive by if it later turned out that that car had either been stolen or used to commit a crime.

But, taking that idea that public observations are not violations of privacy, Flock and similar companies help set up networks of cameras that record and register the license plate, make and model, and identifiable details of every single passing vehicle into a timestamped and searchable national database. And, as more and more of these cameras are added to streets and parking lots all over the country, and they, therefore, get harder and harder to avoid, the data the government has access to becomes essentially indistinguishable from what they would have if there were government GPS trackers in all of our cars.


But what’s really driving the widespread rage is not how the cameras are currently being used, or misused. It’s how they could be used in the future. People across the political spectrum are concerned about this technology being used for everything from detecting stay-at-home order violations in a future pandemic to rounding up and deporting people because the government doesn’t like their political opinions.

This is a remarkably healthy mindset for the public to hold. Basically, don’t let the government grab power you wouldn’t trust your political enemies to wield.

But also, this is why the controversy surrounding Flock cameras has grown so large and why it’s quickly emerging as one of the major political issues ahead of the midterms. It’s not really about the specific workings of this one brand of automated license plate readers. It’s because the public’s presumption that our elites and institutions are acting in good faith has completely evaporated.

This YouTuber Got Kicked Out of the Flock Convention. So He Ran His Own Surveillance.

Once the company caught wind that Jordan was coming, it canceled his tickets. But the attempts to keep Jordan out went further than that. An employee from Flock called the hotel to cancel Jordan's room reservation, which he had booked himself, according to a video Jordan posted of a call with the hotel. (Flock did not respond to Reason's request for comment.) Jordan even found out that all of the rest of the rooms and even the parking lots surrounding the hotel had been booked.

Ironically, government regulations helped Jordan with his surveillance, because the Federal Communications Commission limits wireless microphones to broadcast on very specific frequencies.

Although it's within a private company's right to choose who can and can't come to its conference—and Jordan acknowledges that keeping outsiders away from the hotel can be a reasonable security measure—many of the attendees were police officials, presumably attending on the taxpayer dime. More fundamentally, it's an issue of different rights for different people. While Flock and its police customers are happy to erode the expectation of privacy in everyday life, they carve out ultra-private spaces for themselves.


Although automatic license plate readers have been raising privacy concerns for years, the growth of Flock is particularly alarming because the company plugs police departments around the country into a central database that isn't subject to court orders or the Fourth Amendment to the Constitution. And the lack of oversight isn't just theoretical. Police officers have been caught using Flock data to stalk romantic interests. One woman spent two weeks in jail, and another was detained at gunpoint because of mistaken identifications from Flock cameras.

The American public is becoming increasingly hostile to these cameras. At least 56 cities and towns have ended their Flock contracts in 2026 over privacy concerns. Ring, a doorbell camera company owned by Amazon, also canceled its planned partnership with Flock over public backlash. More alarmingly, citizens have started vandalizing the cameras.

Angry About Flock License Plate Cameras? Be Careful What You Say On Social Media

A National Security Threat?

Via reporting from 404 Media and investigative journalist Dan Boguslaw, state fusion centers and the FBI and DHS are circulating memos warning that protesters organizing to stop AI-powered surveillance cameras in their cities are a national security threat. Fusion centers are, essentially, designed to promote information sharing between federal agencies and state, local, and tribal law enforcement.

At the center of all this is Deflock, a crowdsourced map of Flock camera locations that was created to show how widespread ALPR cameras are in the United States. According to documents obtained, a warning from the Colorado Information Analysis Center says that “people have begun utilizing the [DeFlock] app to locate and then destroy or disable the ALPRs. Multiple public accounts are posting videos of individuals vandalizing these cameras, adding momentum to the online discourse and influencing others to do the same.”


The Streisand Effect

All of this is coming out and making news due to DeFlock's impending National Week of Action Against Automated License Plate Readers. According to DeFlock, the week is based around “a variety of public meetings, town halls, and other events intended to raise awareness about the use of ALPRs in their communities, the harms of these cameras, and how we can work together to end their use.”

The irony here is that the federal government is using mass surveillance to focus on people that aren't happy with how mass surveillance is being foisted on them in the first place, and are pushing back. On top of that, bulletins obtained using public records requests are recommending local law enforcement "increase patrols around ALPR."


CarBuzz Insight – Why This Matters:

While Flock cameras are labeled as ALPRs, Flock is much more than that and capable of tracking cars across cities and even states. It builds "fingerprints" of vehicles and stores data for law enforcement to access or use to alert on the location of vehicles. Not only is it a staggering amount of surveillance data that they can pull and store, but there have already been instances of it being used by people with access to databases for stalking. There have also been incidents of the Flock system flagging innocent people as criminals and aggressive traffic stops being initiated.

The larger concern shown by citizens, though, is that a detailed mass surveillance and tracking system is a substantial erosion of privacy with serious civil rights implications. Currently, Flock scans over 20 billion cars per month, and the pushback from citizens is turning into big rejections by cities.

Tracking vehicle and personal movement only thickens that soup of data, and will make rounding up dissidents in the future so much easier (even if you aren't doing anything wrong, guilt by association will be enough).

What better way to usher in a totalitarian state than already know who hangs out with who, and where to find them (because the database would show who they'd run to for help). The AI can be programmed to sort out the networks and connections, and the warrants (if they even bother) can be printed on the spot.

“It’s important that we track these people that are trying to kill us in America, whether it’s weapons of mass destruction, whether it’s …. the terrorists that have made its way under previous administrations in the capital, U.S. capital. Our job is to work with our brothers and sisters, federal, state, and local, and make sure we hold people accountable,” he said, “So, misinformation out there. Our community has been so supportive of me.”


However, there have been protests within the community and a movement called Deflock STJohns, which aims to provide “clear, accessible information on automated license plate recognition technology and its impact on our community.”

“People don’t want to be filmed everywhere they go, or tracked every, single place they go,” one organizer named Debra Campbell said during a recent protest, blocking the Flock camera with a sign


One St. Johns County resident spoke to commissioners about Flock cameras, as one was installed reportedly facing her driveway.

“In the recent data coming from the sheriff’s office, I’m going to call for more Flock cameras. Double, triple, even. I want the most that we can possibly have. I’m requesting they be placed in the commissioner’s office in front of the commissioners’ houses. I want them at the sheriff’s office in front of the sheriff’s house, and I want them in front of every government employee’s house,” she said, making her point.

“This wasn’t an issue pointing one at my driveway, so it shouldn’t be a problem, right? Anytime the sheriff, commissioner, government employee leaves their house, a drone should detach from the camera and follow them wherever they go,” she continued, using their own line that “this is for safety and to protect you.”

“Don’t worry. It’s just a license plate reader. No big deal. I’m not lying to you. You can trust us. We’re here to help. We can also use unique identification numbers in real time as you move, tracking things like your Bluetooth, your car GPS, heck, even your dog’s microchip, and no, this is definitely not a slippery slope of constitutional liberty,” she continued, putting then all on blast and using their own argument against them. “If you don’t have anything to hide, it shouldn’t be a problem, right?”


Gov. Ron DeSantis (R) this week spoke about the Flock cameras and said Floridians have a right to be concerned about Flock cameras at every turn.

“No one’s been stronger on law enforcement than me. But I don’t want to have this become a surveillance state. I don’t want there to be a situation – and that’s why we wanted an AI bill of rights,” he said, noting the state is lacking information as these are operated locally.

While standing in a private parking lot in Sussex, Wisconsin, on May 4, 2025, Napoleon Jones witnessed a traffic stop made by an out-of-county police officer. "It just didn't sit right with me," Jones told TMJ4 News, a local NBC News affiliate. "So I did what I legally could do, and I walked over and recorded it."

Jones, a United States Navy veteran, was well within his rights to record the police stop. But even though he recorded from a safe distance without interfering, that didn't stop the Waukesha County Sheriff's deputy, Brandon Shayhorn, from later unlawfully stopping and arresting Jones.

After Shayhorn completed the traffic stop, Jones returned to his vehicle. But before Jones could exit the parking lot, Shayhorn turned on his lights and initiated a second stop, claiming Jones' temporary license plate, displayed in the rearview window, was unreadable, reports TMJ4 News. Shayhorn demanded to see Jones' driver's license, but Jones refused, arguing that he'd been unlawfully pulled over on private property. Video clips of the encounter show the deputy opening Jones' door and pulling him from his vehicle.
