A charity run by the wife of Rep. Elijah Cummings received millions from special interest groups and corporations that had business before her husband’s committee and could have been used illegally, according to an IRS complaint filed by an ethics watchdog group.

Cummings, 68, a Maryland Democrat, is chairman of the House Committee on Oversight and Government Reform. His wife, Maya Rockeymoore, 48, is the chairman of the Maryland Democratic Party and briefly ran in the state's gubernatorial race last year. The couple married in 2008. Cummings was once heavily in debt — in part due to hefty child support payments to his first wife and two other women he had children with — but his financial situation has improved considerably over the past decade.

Rockeymoore runs two entities, a nonprofit group called the Center for Global Policy Solutions and a for-profit consulting firm called Global Policy Solutions, LLC, whose operations appear to have overlapped, according to the IRS complaint filed by watchdog group the National Legal and Policy Center on Monday. The complaint states that the arrangement may have been used to derive "illegal private benefit." ... An Internal Revenue Service complaint filed by an ethics watchdog group alleges a charity run by Rep. Elijah Cummings' wife took millions from groups and corporations that had business before his committee, the Washington Examiner reports.

Maya Rockeymoore Cummings is the chair of the Maryland Democratic Party and ran for governor last year. Rockeymoore also runs the nonprofit Center for Global Policy Solutions and the for-profit consultancy Global Policy Solutions LLC. The complaint filed by the National Legal and Policy Center claims the activities of the two overlapped.

The nonprofit, the Examiner reports, received more than $6.2 million in grants from backers including Google and Prudential, who have business interests before the House Committee on Oversight and Government Reform, which Cummings chairs. The largest benefactor was the Robert Wood Johnson Foundation, which is tied to Johnson & Johnson, which is also regulated by the committee. Cummings has been outspoken on the issue of drug price inflation in recent years, attempting to work with President Donald Trump on the matter.

In a statement to Maryland Matters, Rockeymoore Cummings said her consultancy got a childhood obesity prevention grant from RWJF in 2006, and that she didn't found her nonprofit until 2012. She and Cummings married in 2008. ...

IRS Complaint Filed Against Wife of Rep. Elijah Cummings (D-MD)

National Legal and Policy Center (NLPC) today filed a Complaint with the Internal Revenue Service (IRS) against the Center for Global Policy Solutions (CGPS), a 501(c)(3) organization headed by Maya Rockeymoore Cummings, wife to Rep. Elijah Cummings (D-MD).

Mrs. Cummings is currently Chair of the Maryland Democratic Party and is a former candidate for Governor. Rep. Cummings is Chairman of the House Committee on Oversight and Reform.

The Complaint describes a score of apparent Internal Revenue Code violations, including prohibited private benefit and inurement of the Cummings. CGPS has received millions in grants from the Robert Wood Johnson Foundation and, in late 2017, was granted a million-dollar contract from the General Services Administration. The funds were purportedly provided to fight childhood obesity. The Complaint asks the IRS to investigate whether “its organizers are getting fat off the grants.”

At the same time she heads CGPS, Mrs. Cummings heads a for-profit consulting firm called Global Policy Solutions, LLC, whose operations appear to have been indistinguishable from those of CGPS. The two entities have shared office space, telephones, etc., all of which are flagrant violations of the Internal Revenue Code.

Another of the cited violations is a failure to provide or disclose a copy of IRS Form 990 when requested.  ...
