You will need several very heavy lift rockets to get all the components and fuel in orbit. Rockets on the order of the old Saturn 5. Falcon Heavy is not big enough. They tested the NERVA extensively in the early 1970's.

If it wasn't for anti nukes in space crowd we would have Nuclear Rockets by now. I think if we want Nuke Rockets in space, we have to build them in Space.
