That should be an easy decision. The chances of winning the senate seat are high for a pandering lefty in California, reelection is nearly assured, and the gig entails short hours and easy work and can be lucrative beyond imagination.

Feinstein announced her retirement on Tuesday

Democrat California Sen. Dianne Feinstein appeared unaware of her own retirement announcement Tuesday, telling a group of reporters at the Capitol that she hadn't made a decision on her future despite announcing just hours before that she would not be seeking reelection in 2024.
According to multiple reports, a Feinstein staffer quickly notified the senator that a statement had already been made on her retirement, prompting her to say she was unaware the information had been released.
Reporters present for the interaction quickly took to Twitter to report on Feinstein's apparent confusion.

Nancy already endorsed Schiff to replace Feinstein a week or two ago.
I believe that she wouldn't have done this without checking with Newson first.
I'll speculate that Newsom told her it was ok, because he was intent on going after the presidential seat in 2024 -- or perhaps the VP.

The same will happen to Biden. Some day soon a reporter is going to ask him about his 'resignation announcement'. He will be befuddled, because he is too senile to know if he announced retirement or not. It will be fun to see how he handles it. "I was just joking! Com'on Man!"
