Treasury Inspector General J. Russell George was asked if the targeting of conservative groups by the IRS was either "based on what those groups believed in" or incompetence in management. George said that he could not definitively answer because the investigation is still ongoing but said "no question there is a little of both."

No Employees Would 'Acknowledge' Who Ordered IRS Targeting
Treasury Inspector General J. Russell George told Congress that during the investigation for his audit no employee would acknowledge who gave the directive to target conservative groups over the period of three years. Acting Commissioner Danny Werfel said that the employees' silence was not acceptable and that he will work to "uncover every fact."

Everyone knows this came from the top, and most of the employees who cooperated were only too eager to please. After all, they are union democrats, who know which side of their bread is buttered. Government employees should never have been permitted to unionize, and congress should do away with unions, but they get their backs scratched by unions, too.
