House Committee Aims to Stop Illegal Aliens from Slanting Congressional Apportionment

The House Committee on Oversight and Accountability recently approved Congressmen Chuck Edwards’ (R-N.C.) and Warren Davidson’s (R-Ohio) H.R. 7109, the Equal Representation Act.  H.R. 7109 would reinstate a citizenship question on the decennial census and only allow United States citizens to count towards determining the number of congressional seats – which also allocates Electoral College votes for presidential elections. The bill was advanced by a vote of 22-20, with every Democrat voting against it.

During the Oversight Committee’s markup, Republican members emphasized the commonsense purpose of the bill, while Democrats argued fervently that it was partisan, and moved the country backwards. Congressman Byron Donalds (R-Fla.) said, “The only people who should be able to make political decisions within the framework of a representative government are the citizens of that government of that nation…that’s not xenophobic, that’s common-sense.” In contrast, Democrats on the committee repeatedly called the bill a shameful attack on illegal aliens. Congressman Greg Casar (D-Texas) claimed that, “You have to count everyone for representation, everyone deserves representation.”  And Congressman Robert Garcia (D-Calif.) stated, “I think it’s really shameful that we have this effort…It certainly in my opinion is a direct attack especially on undocumented people in this country.”

While illegal aliens are not allowed to vote in federal elections, a population spike in some states due to illegal immigration could impact congressional district and Electoral College apportionments. According to a 2023 FAIR analysis of Census Bureau data, at least 16.8 million illegal aliens now reside in the United States. That figure represents an increase of at least 2.3 million aliens since President Biden took office in January 2021. The spike in the illegal alien population ties together with new data from the Census Bureau’s American Community Survey (ACS) showing that the nation’s broader foreign-born population has also exploded, increasing 15.6 percent since 2010. That data reveals that the foreign-born population has now reached 13.9 percent (46.2 million) of the total U.S. population, up from 12.9 percent (40 million) in 2010.

Two Swing State Polls Show Immigration Is on the Ballot in November
That benefits Trump, but only as long as voters are paying attention to the border

Two recently released polls show immigration is on the ballot and may be the deciding issue in the November presidential election. While American voters largely slept on this issue throughout the first three years of the Biden administration, they have received a rude awakening of late — but they could always again lose focus on the border as the election year heats up and the media offers other distractions.

One poll was conducted by Morning Consult for Bloomberg and the other by British opinion firm Redfield & Wilton Strategies (RWS) for the Telegraph (UK). The Morning Consult/Bloomberg poll involved 4,969 registered voters in Arizona, Georgia, Michigan, North Carolina, Nevada, Pennsylvania, and Wisconsin, and it has a margin of error of +/- 1 percent. The RWS poll included 5,010 voters in Arizona, Florida, Georgia, Michigan, North Carolina, and Pennsylvania, with no reported margin of error.

Morning Consult/Bloomberg. The first thing that sticks out in the Morning Consult/Bloomberg poll are two similar questions, one that asks respondents whether the economy is on the right track or wrong track nationally, and one that posits the same question locally.

Just 30 percent of those polled believed that the national economy is on the right track, but 43 percent thought the same about economic conditions in their own states. In other words, the rest of the country is going to hell in a handbasket in the minds of most voters, but in those seven swing states, things could be worse. Overall, though, the economic picture is grim.

It’s a low blow for Joe.

Joe Biden is the least popular commander in chief at this point of his presidency in the last 70 years, below even Richard Nixon and Jimmy Carter, according to a blistering new poll — imperiling his chances of re-election.

Biden, 81, notched a dismal 38.7% job approval rating for the first quarter of 2024, the venerable Gallup Poll found in a survey released Friday, three points lower than that of the one-term George H.W. Bush at the same point in his presidency.

“With about six months remaining before Election Day, Biden stands in a weaker position than any prior incumbent,” the pollsters concluded.

In contrast, former President Donald Trump, who is vying with Biden for a second White House term, had a 46.8% approval rating at this point in his presidency.

Even Nixon and Carter had higher ratings than Biden, with 53.7% and 47.7%, respectively, and Eisenhower had the highest rating at 73.2%, according to the poll.

The results of Gallup’s presidential approval polls, which the organization has compiled since the presidency of Dwight D. Eisenhower began in 1952, have been strongly predictive of re-election success.

The time has come to face the music or, in this case, the mournful funeral dirge. House Speaker Mike Johnson’s reversal on his pledge to insist that the immigration enforcement bill HR-2 be included in broader foreign assistance legislation bills that would give billions to Ukraine, Israel, and Taiwan without a single thin dime for U.S. border security represents a betrayal to working class Americans. In December, Johnson promised his fellow Republicans that border security and other immigration enforcement provisions would be “the hill to die on.” Four months later, Ukraine is set to receive an additional $60.8 billion in aid on top of the existing U.S. $73 billion funding already provided, including military and economic assistance, since the country’s futile war with Russia began more than two years ago. Ukraine has burned up existing aid but still has failed to make any territorial advances, and is, in the view of most military experts, embroiled in a forever war it cannot win. Logic dictates that to endlessly fund Ukraine with taxpayers’ hard-earned dollars is unsustainable, but another round of financing down the road appears inevitable.

Billioniares do need to pay more. Bezos pays the equivalent of 1% of taxes each year or around there.

The Biden administration has spent millions of taxpayer dollars securing the borders of foreign nations as millions of migrants have flooded across America’s southern border over the past few years, according to a Daily Caller News Foundation review of federal grant listings.

The State Department in recent months paid out millions of dollars for programs to enhance border security in Iraq, Kazakhstan, Indonesia, Serbia, Georgia, Angola, Kenya, Algeria, Somalia, Armenia, Paraguay and Jordan, federal grant records show. As the Biden administration spent millions securing foreign borders, federal authorities reported massive numbers of migrants crossing into the United States, alongside enough fentanyl to kill more than 100 million people.


“It’s insane that this country has been sending money all over the world to secure everyone else’s border for years while leaving ours wide open,” Republican Texas Rep. Chip Roy told the Daily Caller News Foundation. “This is the kind of stuff that destroys countries and it’s a primary reason why the American people rightly hate what goes on in Washington,” he continued.

The State Department in September 2023 doled out $4.9 million intended to improve the “border security capabilities” of Kenya and Somalia by providing border officials in the African countries with training, equipment and mentorship, grant records show.
