Actually, these gang members shouldn't be too difficult to identify and round up -- their tattoos quickly give them away.

If the good folks there want action, they should hire that guy Duterte from the Philippines. He seems to know how to deal with folks like that.

(and no, I ain't kiddin' -- if you want to clean things up, desperate times call for draconian measures)
