ICE Air is a term coined for a network of airline operators who assist Immigration and Customs Enforcement with deportation flights and detainee transfer flights.

Swift Air is a subcontractor for the agency and has been conducting flights for ICE out of the Phoenix-Mesa Gateway Airport.

From October 2017 to August 2018, ICE Air flew 32,105 people out of the Phoenix-Mesa Gateway Airport, according to data obtained by the University of Washington that the Arizona Mirror analyzed. The airport is one of ICE’s five major hubs, which includes Brownsville, Texas; Miami; San Antonio; and Alexandria, Louisiana.

ICE Air’s operational headquarters are in Mesa, according to an auditor general report.

Why are these departure flights not landing in Mexico or at a federal prison?

That's not as big a number as I would have hoped for. In an eleven month period they only transported about 3,000 people per month.

Phoenix-Mesa Gateway Airport is the former Williams AFB and was closed along with many other military bases in the early 90s. With traffic at Sky Harbor (PHX) growing, the former base was upgraded and is now used by several regional carriers.

If I understand the article correctly that 32K in less than 10 months was only those from Phoenix-Mesa Gateway. Extrapolating to ~38K annually and multiplying by 5, the five major ICE hubs would have exported 180K-200K illegals. Hopefully their exports will expand.
