The government is expected to appeal the ruling to the full D.C. Circuit, but even if the administration triumphs there, the case appears destined for the Supreme Court.
If I am not mistaken, the DC Circuit was recently stacked with regime appointees that could not be filibustered under the new Senate 'rules' so I expect the full court to reverse this.
It may take another Appeals Court (via another similar case making its way through) to rule in the same way as this three judge panel to get it to SCOTUS, and there is no guarantees on that.
I suspect that this ruling will be treated like it never happened and there will be no changes to the current 0care implementation.
But about two hours later, a panel from the Fourth U.S. Circuit Court of Appeals ruled 3-0 in a separate case that the subsidies are legal for people who buy plans on HealthCare.gov, which the federal government operates in 36 states.
