I suppose they are, but it's too late for Marco. He ruined his national career by pimping for amnesty.

It seems that OTHER Cuban conservative senator is now the new darling of the right.  Rubio failed the authenticity test.

I imagine Rubio greatly regrets allowing himself to be McCain and Schumers #itch.

Why do you suppose he is backing away from his vote now?  Even if Rubio honestly thinks he made a mistake voting for amnesty last spring why bring it up now as Paul Ryan is writing the House amnesty?
If Rubio thought the House wouldn't pass something this year then he would think his vote is mostly irrelevant.  The House leadership says they don't think there will be time to vote on it.  Rubio should just shut up about about it until next year...by then it might be less damaging to his conservative credibility.

Unless he knows there will be a vote and knows it will pass.  Then he needs to distance himself from his vote right now.  Before it passes.
