They talked about this legislation on Tucker last night. Chain Migration will continue unless this issue is put up for debate. It sounds good to say "Cruz comes out against anything that would make DREAMERS citizens but in the meantime, whatever the number, 1,000,000 come in annually with chain migration and they do have a path to citizenship.
So, it continues where nothing is done on immigration reform. Even at that, it's doubtful, the votes are there to pass meaningful legislation.

I don't give too much credence on votes for against or whatever, in most of these procedural moves because there are so many rules around them, they could be done for many number of reasons (such as wanting to submit your own bill or proposal so you vote against moving forward to give an option to put in place a competing bill).
The media and 'unwashed masses' make far too big of a deal of procedural votes.

Cruz has said that he would not vote for a bill that leads to citizenship for illegals.
The "debate" will not be over whether that is done or not, only the amount of people that would be allowed amnesty.
The current proposal allows 1.8 million illegals an opportunity for citizenship.
He is right to vote no.

It would be a start, and certainly shorten "The Chain".
Illegals kept out can't squat out an anchor link of that chain.
I also note that @Oceander makes a straw man arguement. That starting with enforcing our laws.. somehow means we cannot improve on them... like getting rid of Jus Soli. Something very few western nations do. And is a bastardization via SCOUTUs on the 14th.
