U.S. District Judge Robert E. Payne issued the preliminary injunction on Monday as part of a lawsuit brought by the Department of Justice.
The federal 287(g) program allows ICE to partner with state and local law enforcement agencies, giving designated officers certain immigration enforcement powers under federal supervision.
Gov. Abigail Spanberger issued an executive order in February directing Virginia state agencies to end their 287(g) agreements.
The governor later signed bills in April limiting localities' ability to enter into new 287(g) agreements. The law, which took effect July 1, set specific requirements local agencies must meet before entering into an agreement.
The judge's ruling prevents Virginia officials from enforcing the law against federal officers or agencies involved in immigration enforcement. It also prevents the state from interfering with existing 287(g) agreements.
