Why Is The Harris County CEO Extending Lockdown While Texas Reopens?

Quote
Harris County Judge Lina Hidalgo announced yesterday that today she will sign an order that will extend the county’s ‘Stay Home, Work Safe’ order until June 10. The first reaction in my home upon hearing this during the late-night local news broadcast (ok, it was just my husband and me) was what the what? This extension will have to be amended to comply with Governor Abbott’s order to reopen the state. Hidalgo will hold a press conference today to clarify her decision.

As a reminder for those who do not live in Texas, a county judge is not necessarily an actual judge. The title of County judge is given to the county CEO. In the case of Ms. Hidalgo, she is not a lawyer. It is a nonjudicial position. Ms. Hidalgo is a 29-year-old political newbie, a ‘progressive’ Democrat (think AOC) who embraces her inner Socialist. She can thank the blue wave created by Beto O’Rourke in the 2018 election cycle for her victory.
...
Here’s the thing about Ms. Hidalgo’s premise – Texans are not trying to “tempt fate”, they are just easing back into reopening the state and getting some sort of life back. We know there is no cure, there is no vaccine yet. The whole reason the state has progressed to Phase Two of reopening this week is that Texans have taken the coronavirus pandemic very seriously. We have done what is expected of us. ...

Houston has a Judge dictating the terms of a lockdown?    Where is the City Council?  Are there no County Supervisors?  How did a Judge get that authority?

It will be interesting to see if Abbott slaps down this Harris County judge. He slapped around Clay Jenkins (Dallas County judge) pretty soundly in the past.

I hope there will be an update.

Why?

Bigoted, incompetent, power hungry, stupid, take your pick.

This Judge, for some crazy reason, believes she has the power to override the governor.
In essence, a Judge is more powerful than a silly governor according to her interpretation.

@Cyber Liberty like the artical states, she is not an actual Judge in the sense of presiding over civil or criminal proceedings and giving verdicts.  The city of Houston (mostly in Harris County with some in Fort Bend Co) does have a Mayor and city council but that does not cover all of the county.  Counties in Texas are divided into county precincts (mine has 5) with each having an elected County Commissioner.   The council they sit on is the Court of Couny Commissioners.  The head of this "court" is a county wide elected position known as the County Judge. The county court of commissioners dosn't hear cases, they are responsible for county business.

Much like Trump has put state Governors in charge of managing the details in their own state, Abbot has done the same to the County Judges.  He has already slapped her down once when she announced that masks would be mandatory and there would be fines for non-compliance.  He will keep her in line.

She is dumber than a bag of rocks with zero experience (had never even attended a commissioner's court meeting) and rode into office on Beto's coattails.

Ah, gotcha!  Thanks!

@Cyber Liberty

A strange thing:
Harris County includes Houston.  Harris County is a liberal county.  Go north from Harris County, up Hwy. 45 and the next county is Montgomery County, where my townhouse is.
Montgomery County has more Republicans in it per capita, than any other Texas county.  Every county official is  a Republican, not one Democrat.  Republicans running for state office come to Montgomery County for money, which the residents have.

How is it this true liberal county is attached to a true conservative county?
