A man dangles a dog from a second-floor balcony, and all he faces is a possible $1,000 fine and jail time. Can you imagine the horror the poor pooch must have felt when his dog-sitter lowered him by his leash from the second floor?
Here's what happened, according to a Dec. 19, 2013 report by New York Daily News. A 23-year-old South Carolina man named Tyler Smith was watching his parents' dog over the weekend when the animal needed to go outdoors to do its business. Rather than bringing the dog downstairs like a caring human being, the man dangled the dog on its leash from a balcony two-stories high.
The man's excuse for dangling the dog, who was likely terrified and choking on his collar, was that it was raining really hard outside. Now, he faces possible jail time and/or a $1,000 fine.
A neighboring woman spotted the man dangling the dog over the balcony as Smith was in the process of retrieving the animal by lifting it by its leash and collar. She snapped a photo of the incident as proof. The photo shows an obviously uncomfortable dog being lifted about halfway up the distance from the ground to the balcony.

A violation (i.e., not a "crime") with a fine of $500 to $1,000 seems appropriate.

They need to look into his mental health. And maybe missing persons in the area. He doesn't seem to show much respect for life

It was a good-sized dog - I am really shocked it didn't do a lot of damage to the dogs neck and throat....

A few nights in general lock-up in a county jail, and he'll be too sore to ever think of doing that again.
