President Barack Obama will make a statement Saturday night on an Iran nuclear deal struck during talks in Switzerland.

He will speak from the White House at 10:15 p.m. ET., according to a statement.

The French and Iranian foreign ministers said that a deal between six world powers and Iran has been struck that calls on Tehran to limit its nuclear activities in return for sanctions relief.

Iranian Foreign Minister Mohammad Javad Zarif said, "Yes, we have a deal," as he walked past reporters crowding the hotel lobby where marathon negotiations had taken place over the past five days.

Asked if there was a deal, French Foreign Minister Laurent Fabius said "Yes" and gave a thumbs up sign.

The goal had been to hammer out an agreement to freeze Iran's nuclear program for six months, while offering the Iranians limited relief from crippling economic sanctions. If the interim deal holds, the parties will negotiate final-stage agreements to ensure Iran does not build nuclear weapons.

The deal came after the personal intervention by Secretary of State John Kerry and other foreign ministers whose presence had raised hopes for a breakthrough.

Deal Reached With Iran Halts Its Nuclear Program

GENEVA — The foreign policy chief of the European Union and Iranian officials announced a landmark accord Sunday morning that would temporarily freeze Tehran’s nuclear program and lay the foundation for a more sweeping accord.

After marathon talks that finally ended early Sunday morning, the United States and five other world powers reached an agreement with Iran to halt much of Iran’s nuclear program. It was the first time in nearly a decade, American officials said, that steps had been taken to stop much of Iran's nuclear effort and even roll some elements back.

The freeze would last six months, with the aim of giving international negotiators time to pursue the far more challenging task of drafting a comprehensive accord that would ratchet back much of Iran’s nuclear program and ensure that it could be used only for peaceful purposes.

"We have reached agreement," Catherine Ashton, the European Union’s chief foreign policy official, posted on Twitter on Sunday morning.

According to the accord, Iran would agree to stop enriching uranium beyond 5 percent. To make good on that pledge, Iran would dismantle the links between networks of centrifuges.

All of Iran’s stockpile of uranium that has been enriched to 20 percent, a short hop to weapons-grade fuel, would be diluted or converted into oxide so that it could not be readily used for military purposes.

No new centrifuges, neither old models nor newer more efficient ones, could be installed. Centrifuges that have been installed but which are not currently operating — Iran has more than 8,000 such centrifuges — could not be started up. No new enrichment facilities could be established.

The agreement, however, would not require Iran to stop enriching uranium to a level of 3.5 percent or dismantle any of its existing centrifuges.

Iran’s stockpile of such low-enriched uranium would be allowed to temporarily increase to about eight tons from seven tons currently. But Tehran would be required to shrink this stockpile by the end of the six-month agreement back to seven tons. This would be done by installing equipment to covert some of that stockpile to oxide.

To guard against cheating, international monitors would be allowed to visit the Natanz enrichment facility and the underground nuclear enrichment plant at Fordo on a daily basis to check the film from cameras installed there.

In return for the initial agreement, the United States has agreed to provide $6 billion to $7 billion in sanctions relief, American officials said. This limited sanctions relief can be accomplished by executive order, allowing the Obama administration to make the deal without having to appeal to Congress, where there is strong criticism of any agreement that does not fully dismantle Iran’s nuclear program.

With lawmakers in Washington vowing to propose tougher sanctions next month if the Iranian program is not halted, and hard-liners in Tehran insisting that Iran never capitulate on its nuclear “rights,” the negotiators were effectively locked in a race against time.

Expectations were high that a deal was in the offing on Saturday morning, when Secretary of State John Kerry and top diplomats from five other world powers swept into Geneva to conclude the talks and, they hoped, sign the agreement.

Going into Saturday’s talks, a major sticking point involved the constraints that would be imposed on a project that Iran is pursuing to produce plutonium, which involves the construction of a heavy water reactor near the town of Arak.

Mr. Kerry met with his French and Russian counterparts before joining a three-way session with Mohammad Javad Zarif, the Iranian foreign minister, and Ms. Ashton, the first of two such sessions on Saturday. Late on Saturday, a spokeswoman for the Russian delegation said the two sides were "very close."

The wrangling behind closed doors recalled the round in Geneva two weeks earlier, which seemed to be tantalizingly close to a breakthrough only to sputter to an end as France pressed the world powers to toughen their demands, particularly regarding the Arak plant, and Iran balked at the new terms.

There were also other sticky issues, including Iran’s insistence that it had the right to enrich uranium. At the end of that round of negotiations, the world powers presented a unified proposal, and the Iranians said they needed to consult with the authorities in Tehran before proceeding.

 As to what Iran considers its “right to enrich,” American officials signaled a possible workaround last week, saying they were open to a compromise in which the two sides would essentially agree to disagree, while Tehran continued to enrich.

The fact that the accord would only pause the Iranian program was seized on by critics who said it would reward Iran for institutionalizing the status quo.

The deal would also add at least several weeks, and perhaps more than a month, to the time Iran would need to produce weapons-grade uranium for a nuclear device, according to estimates by nuclear experts.

American officials argued that it would preclude Iran from shortening the time it would need to produce enough bomb-grade uranium for a nuclear device even further, and would provide additional warning if Iran sought to “break out” of its commitment to pursue only a peaceful nuclear program.

A second and even more contentious debate centered on whether an initial deal would, as the Obama administration said, serve as a “first step” toward a comprehensive solution of the nuclear issue, one that would leave Iran with a peaceful nuclear program that could not easily be used for military purposes.

Two former American national security advisers, Zbigniew Brzezinski and Brent Scowcroft, recently sent a letter to key American lawmakers endorsing the administration’s approach. “The apparent commitment of the new government of Iran to reverse course on its nuclear activities needs to be tested to insure it cannot rapidly build a nuclear weapon,” they wrote.

But some experts, including a former official who has worked on the Iranian issue for the White House, said it was unlikely that Iran’s supreme leader, Ayatollah Ali Khamenei, would ever close the door on the option to develop nuclear weapons. Instead, they said, any initial six-month agreement is more likely to be followed by a series of partial agreements that constrain Iran’s nuclear activities but do not definitively solve the nuclear issues.

“At the end of six months, we may see another half step and six more months of negotiations — ad infinitum,” said Gary Samore, a senior aide on nonproliferation issues on the National Security Council in President Obama’s first term. Mr. Samore is now president of United Against Nuclear Iran, a nonprofit group that advocates tough sanctions against Iran unless it does more to curtail its nuclear program.

As we go to press, the Obama administration seems to be hurtling towards a bad deal with Iran. The administration will claim the agreement freezes and indeed sets back the Iranian nuclear program. But even the New York Times acknowledges that “only some elements are frozen, and rollbacks in the initial agreement are relatively minor” and can be easily reversed. Furthermore, the “deal” would mean the United States would retreat from its previous clear red line—one embodied in repeated U.N. Security Council resolutions—of requiring that Iran stop enrichment. It would allow Iran to move ever closer to nuclear weapons while getting significant sanctions relief. Some deal! In truth, it’s not a deal in the usual meaning of the term. It’s an accommodation. It’s a way for the Obama administration to avoid confronting Iran, and to buy time to acclimate the world to accepting a nuclear Iran.

What will the Obama administration’s leading lights say when this becomes obvious? When he sees his grand diplomatic achievement crumbling around him, will Secretary of State John Kerry join his counterpart, Health and Human Services secretary Kathleen Sebelius, in sighing and exclaiming with pithy eloquence, “Uh-oh”? Will President Barack Obama offer the same apology to the Israelis that he has to Americans who held insurance policies they liked: “I am sorry that they are finding themselves in this situation based on assurances they got from me”? As the implementation of the Iran agreement goes the way of the implementation of Obamacare, will his reaction be to say, “We’re going to have to, obviously, re-market and re-brand”?

The president and his colleagues will presumably say these sorts of things. But of course it will be too late. Congress can legislate to try to make up for the failure of Obama’s assurances about health insurance, and to try to help Americans get their old policies back. But Congress won’t be able to legislate to undo a nuclear Iran. The American people can ignore Obama’s efforts to re-market and re-brand Obamacare, and instead insist on its repeal. But the American people won’t be able to repeal Iran’s nuclear weapons once Iran has them.

That’s why serious people, in Congress and outside, will do their utmost to expose and scuttle Obama’s bad Iran deal. They can expect to be smeared by the Obama administration as reckless warmongers and slandered by Obama’s media epigones as tools of the Israel lobby. One trusts at least some members of Congress and some political leaders are made of stern enough stuff to resist the attempted intimidation.

But one can’t be optimistic about their chances for success in scuttling the deal. And one can’t be optimistic that the Obama administration will reverse course at the eleventh hour. Which means the last, best hope for stopping the Iranian regime from having nuclear weapons may well lie in a deus ex machina (if one may be permitted to use a pagan phrase for a Jewish state). It is Israel, not the great American superpower, that may well have to act to thwart Iran’s nuclear ambitions. And so the democratically elected leader of Israel, Prime Minister Benjamin Netanyahu, will have to weigh his choices, with the burden of history on his mind and the judgment of future generations in his thoughts.

Last week was the 150th anniversary of Abraham Lincoln’s Gettysburg Address. Many commentators mentioned the irony of Lincoln’s saying that his brief remarks would soon be forgotten. There was indeed irony, an intended irony, in the statement. But Lincoln’s tribute to those who fought, and his elevation of their deeds above his speech, isn’t ironic:

    But, in a larger sense, we can not dedicate—we can not consecrate—we can not hallow—this ground. The brave men, living and dead, who struggled here, have consecrated it, far above our poor power to add or detract. The world will little note, nor long remember what we say here, but it can never forget what they did here. It is for us the living, rather, to be here dedicated to the unfinished work which they who fought here have thus far so nobly advanced.

Lincoln’s speech at Gettysburg will be studied as long as people care about the American experiment in self-government, or about political greatness. But Lincoln knew as well as anyone that speech has to be supported by deeds. It was the soldiers’ hard-won victory in the battle of Gettysburg that was the precondition for Lincoln’s remarks, and for America’s “new birth of freedom.” So Lincoln was telling the plain but deep truth when he emphasized, and gave priority to, “what they did here.” In politics, deeds matter. Speech, even the most eloquent and thoughtful speech, is not enough.

Benjamin Netanyahu understands this. Jewish history, and not just Jewish history, teaches this lesson. Netanyahu may well judge that he has to act to stop the Iranian regime from getting nuclear weapons. If he does, then Israel will fight. And Israel will be right.

In a negotiated deal that apparently allows Iran off the hook with regard to nuclear development and goes soft on verification protocols with regard to nuclear disarmament, the United States, along with France, Germany, China, Russia, Great Britain, and the European Union, has now endorsed an easing of sanctions on the Shiite theocracy.

Signed at 3 a.m. in Geneva, the deal would, according to The Washington Post, “allow limited uranium enrichment, although under tight restrictions and heavy international monitoring.” The Iranians continue to insist on the West acknowledging a right to nuclear development, a point still under negotiation. Trade restrictions and freezes on Iranian currency accounts overseas would be loosened.

A similar deal with the regime in North Korea in 1993 ended with that regime going fully nuclear in 2006.

Israel has continued to maintain opposition to the deal, which it views as significantly too soft on Iran. In the main, the deal buys time for Iran to continue its nuclear development – and, as Israel has argued, Iran remains perilously close to development of its first nuclear weapon, which would dramatically shift the balance of power in the region away from the Jewish state. The deal effectively forestalls any Israeli military action thanks to the West's tacit endorsement of a "process" that will supposedly end in Iran disarming, but will far more likely end with Iran going nuclear.

The Iran deal marks the second brokered deal within six months that leaves brutal anti-Western regimes seeking weapons of mass destruction better off than they would otherwise have been. Just a few months ago, the United States signed off on an agreement brokered by the Russian government that left Syrian dictator Bashar Assad in power even after Assad used chemical weapons on his own people – and even after President Obama declared use of such weapons a “red line” bearing consequences.

The approach of the Obama administration in the Middle East seems to be one of making parchment agreements without any real verification or enforcement mechanisms. Each agreement puts Israel in a worse position. And while the world press announces triumphantly that the Obama administration is achieving peace in our time, the world grows closer and closer to the world’s worst regimes armed with the world’s most dangerous weapons – all presided over by a weak-kneed White House intent on minimizing American influence around the globe.

I'm a lot calmer this morning than I was during this speech last night, and I can't get over how surreal Obama looked last night when he delivered it.  He was obviously on the teleprompter, and kept shifting his stance from side to side and never looked directly into the camera.  Anyone who knows anything about body language will have lots to say about someone who refuses to make eye contact with you when speaking.

This looked like a campaign speech, and there could have been nobody in that room at the White House except whatever news staff was invited in to broadcast it.  Any other President in my memory would have (and should have) used the Oval Office to personally address the American People, and would have looked them in the eye by addressing the camera as if he were talking to them personally.

Obama's detachment and uber ego made this all about him.  He put himself up on display for the masses to admire, and he kept switching his pose from side to side, and I could not help but think of the many old Soviet portraits of Lenin and Stalin, gazing off into a far, bright future.  Obama simply could not resist spiking the football on this last night even though it is clear this morning that the "agreement" is in no way favorable to the United States, and even the French think Obama has screwed the world by agreeing to this. 

Who would have ever believed that the Cheese-eating surrender monkeys would turn out to be the hard-asses??
