If you can believe Wikipedia, there are USN bases in Cuba and Bahamas; USAF in Aruba, Curacao, and Honduras; Coast Guard in Cuba. https://en.wikipedia.org/wiki/List_of_United_States_military_bases
 I couldn't find anything else even close to South America.

First thing I thought, too, when I read the title.

But a doctrine is only as strong as those behind it willing to enforce it.
Probably not gonna happen.

When China gets this built, well...  that's gonna be a harbinger of the end of US dominance in the Western Hemisphere...
