Today, U.S. Senators Chris Coons (D-Del.) and John Cornyn (R-Texas) reintroduced gun safety legislation that will help states enforce existing laws against individuals who attempt to purchase firearms by lying on their background checks. The NICS Denial Notification Act would require federal authorities to alert state and local law enforcement within 24 hours when an ineligible individual tries to purchase a firearm and fails a background check, which can be a warning sign of future criminal behavior. The legislation is also co-sponsored by U.S. Senators Marco Rubio (R-Fla.), Tammy Duckworth (D-Ill.), Susan Collins (R-Maine), Tom Carper (D-Del.), James Lankford (R-Okla.), Amy Klobuchar (D-Minn.), Pat Toomey (R-Pa.), and Joe Manchin (D-W.V.). Companion legislation was introduced today in the House of Representatives by U.S. Representatives Mike Quigley (D-Ill.), Brian Fitzpatrick (R-Pa.), Eric Swalwell (D-Calif.), and Mario Diaz-Balart (R-Fla.).
“We have seen too many tragic instances where an individual who should not have been able to obtain a gun used a firearm to commit horrible acts of violence,†said Senator Coons. “Gun violence continues to plague our communities in Delaware and across the country, and the NICS Denial Notification Act is one commonsense step in the effort to prevent these terrible crimes. Ensuring that federal and state law enforcement work together to stop those who are prohibited from buying a gun from getting one will help make our neighborhoods safer. This is exactly the sort of bipartisan step Congress should be able to support.â€
“After the tragic shooting in Sutherland Springs, Texas, I worked across the aisle to pass the FIX NICS Act, a critical piece of legislation to help close the gaps in the criminal background check system, but there is still work to be done,†said Senator Cornyn. “This legislation would ensure that when a prohibited person attempts to purchase a firearm, state and local law enforcement are alerted to further protect our communities.â€

SECTION 1. SHORT TITLE.
This Act may be cited as the ``NICS Denial Notification Act of
2019''.
SEC. 2. REPORTING OF BACKGROUND CHECK DENIALS.
(a) In General.--Chapter 44 of title 18, United States Code, is
amended by inserting after section 925A the following:
``Sec. 925B. Reporting of background check denials to State authorities
``(a) In General.--If the national instant criminal background
check system established under section 103 of the Brady Handgun
Violence Prevention Act (34 U.S.C. 40901) (commonly referred to as
`NICS') provides a notice pursuant to section 922(t) of this title that
the receipt of a firearm by a person would violate subsection (g) or
(n) of section 922 of this title or State law, the Attorney General
shall, in accordance with subsection (b) of this section--
``(1) report to the law enforcement authorities of the
State where the person sought to acquire the firearm and, if
different, the law enforcement authorities of the State of
residence of the person--
``(A) that the notice was provided;
``(B) the specific provision of law that would have
been violated;
``(C) the date and time the notice was provided;
``(D) the location where the firearm was sought to
be acquired; and
``(E) the identity of the person; and
``(2) where practicable, report the incident to local law
enforcement authorities and State and local prosecutors in the
jurisdiction where the firearm was sought and in the
jurisdiction where the person resides.
``(b) Requirements for Report.--A report is made in accordance with
this subsection if the report is made within 24 hours after the
provision of the notice described in subsection (a), except that the
making of the report may be delayed for so long as is necessary to
avoid compromising an ongoing investigation.

What part of the Second Amendment allows Congress to write "safety" laws for guns?
Must be the same part that allows the Congress to fund education and murder babies, right?
Also, it looks like they're going to be infringing on rights based on what they feel someone might do, rather than identifying a real crime after the fact and dealing with that like they're supposed to...and violent crimes committed with firearms are ...under the jurisdictions of the several states, not the Congress.

Who does the denials? The FBI.
So who does the reporting? The FBI.
