Mexican man accused of illegally crossing the border for the sixth time

Officers have detained a Mexican man accused of illegally crossing the border for the sixth time.
Officers with U.S. Immigration and Customs Enforcement detained 41-year-old Juan Florentino Castillo-Campos on Aug. 24, according to the federal criminal complaint against him.
"Record checks revealed the defendant was formally removed from the United States to Mexico for the Fifth (5th) time on June 1, 2009, via the Laredo, Texas Port of Entry," according to the criminal complaint.
"The defendant claims to have illegally re-entered the United States on or about November 1, 2009 by wading the Rio Grande River at or near Los Ebanos, Texas," according to the criminal complaint.

The same way that highway departments put up those "sound barriers" where interstates pass through residential areas.
The same way that a little country like Israel could put up something like this:

So much for the cattle farmers. Good beef comes from happy cows. Happy cows are not thirsty cows.

Most ranchers use windmills or pump water out of the river. It's big country.
