Interstate compacts are unconstitutional!  SCOTUS has not ruled on it yet because it's not ripe.

Luis Gonzalez:
When exactly do unconstitutional actions by elected officials, sworn to defend the Constitution, become criminal acts to be prosecuted?

It seems like they never do.
