The on-scene junior lawyers likely handled documents as they would in most cases without fully comprehending why things like preserving the order of the documents would be so critical in a classified documents case.

Because of inflation, "investigations" and "impeachments" have lost their value. Scarcity creates value. Impeaching and investigating everyone all the time only cheapens investigations and impeachments.
