Yes, I do. Most tourists travel via taxi or car service, and expect to pay a lot to visit NYC, so the congestion charge will be both opaque to them and mostly expected as just another cost of visiting the “Big City”, so it won’t substantially affect tourism; it’ll nibble around the edges, but mostly it will affect people who live in the five Boros and surrounding counties.
Maybe you should be reading up on Econ 101 as well as Law 101.
