Top Trump administration officials will hold a rare briefing on Wednesday at the White House for the entire U.S. Senate on the situation in North Korea, senior Senate aides said on Monday, reports Reuters.

All 100 senators have been asked to the White House for the briefing by Secretary of State Rex Tillerson, Secretary of Defense Jim Mattis, Director of National Intelligence Dan Coats and General Joseph Dunford, chairman of the Joint Chiefs of Staff, the aides said, according to Reuters

Dems don't like being "summoned" to the White House by the other party's Pres.  I'm guessing they are miffed he wouldn't send those 4 briefers to the Senate.

At least he is going to the Senate. It could possibly have to do with some technical legal detail as we are currently still under the Korean Armistice Agreement which a change would require Senate ratification. I'm not sure this wold require a new declaration of war if he were to act, just an update to existing status.

Senate declares war not the house.

Congress as a whole actually. Article 1, Section 8.
But technically it was already declared. We are under the Korean Armistice Agreement which would have to go back to the Senate for a change of status.

It's probably a matter of routine in a serious situation such as this; now, NK has made threats against Australia, Japanese destroyers have joined the US armada. I would think at the least, the Senate needs to be sought for counsel and advice.

It's totally meaningless at this point.

That's not precisely true, either.  Both Bush presidencies got Congressional approval for their "armed interventions."  But the general point is sound.  Neither Clinton nor Obama went to Congress.

That's a difference without a distinction.  Getting Congressional permission to send in armed forces is "declaring war", regardless of what the resolution calls it.  The point of that clause in the Constitution is for Congress to provide the necessary check and balance on presidential use of military force.

We'll agree to disagree but I think we can both agree that "declaring war" seems to be an optional thing for Presidents, and as such, is possibly the most pointless part of the Constitution.

Only way I could see it having teeth is if the opposite happened (Congress wanted to declare war but the President didn't).
