Nah, just as it was the SEALs, not Obama, who got bin Laden, it was NASA, not Carter, that got Voyager up and going.

One wonders, however, at the risk of playing with counterfactuals, what the return on investment would have been if a private consortium had put up Voyager rather than the federal government.

Actually the project credit goes to Dr. Ed Stone and Dr. Carl Sagan. The planning for this mission dates back to the 1960s
