In the beginning, yes. But, not after the 57 year old Six Day War. Since then, Israel has wrestled with keeping the land won in 1967 without diminishing the majority of Jewish rule and influence while avoiding charges of apartheid and/or ethnic cleansing. This is impossible to do and why David Ben Gurion wanted Israel to keep the Golan Heights and return the rest of land. He believed Israel would never know peace, security or international acceptance unless they did.
Since its founding, Israel has struggled with its self-identification as both a Western-style democracy that affords equal rights to all citizens regardless of race or religion and a country envisioned as a refuge for Jews. But, that struggle ended in 2018 with the passage of the Nation State Law codified as a Basic Law: "The right to exercise national self-determination is unique to the Jewish people.”. Muslims, Christians, Druze are second class citizens, and the extent can be defined as circumstances dictate.
This is not the Israel of 1948.

"Arab citizens". You said "Israeli" citizens. You gave a false account of what Hanson said.
