Yes, it is. Some commercial concerns, linked with government, have an entirely undue influence on what is studied and the results obtained, and it would not work if integrity was more widespread in the scientific community.

Unfortunately, the result is that succeeding studies will cite the conclusions of preceding studies, and the pyramid of bogus conclusions rises another tier. I found this in studying motorcycle helmet 'safety' studies back in the '80s, and it was an eye opener. The conclusions will be quoted, whether the evidence supports them or not.
