German Chancellor opposes using Western weapons to strike Russia

German Chancellor Olaf Scholz has spoken out against Ukraine using weapons provided by Western allies to strike Russia.

There are "clear rules for the supply of German weapons that have been agreed with Ukraine and that work," Scholz said.

"At least this is my position," he added.

The aim of his policy towards Ukraine is "to prevent the conflict from escalating into a major war," Scholz added, noting that Germany has so far made the supply of weapons to Ukraine conditional on them not being used on Russian territory.  .  .

Russia is producing artillery shells around three times faster than Ukraine's Western allies and for about a quarter of the cost, according to an analysis shared with Sky News.

The figures, produced by the management consulting firm Bain & Company, underline a major challenge faced by the Ukrainian armed forces as they rely on supplies of ammunition from the United States and Europe to battle Russia's full-scale invasion.

The war has been described from the start as a "battle of fires" because of the volume of artillery rounds used.

It prompted the US, the UK and other European allies to seek to ramp up production in their respective factories, but their ability to manufacture artillery rounds still lags behind Russia's despite a combined economic strength that far outmatches Moscow's.

As a result, Ukrainian soldiers on the frontline say for every one round they fire against Russian positions, the invading troops can launch around five shells back.  .  .

The Ukrainian government praised France’s “determination” for sending military advisors to the country, saying it hoped Paris making the first move would encourage other Western partners to deploy troops too.

A months-long drama over French President Emmanuel Macron’s apparently intractable desire to deploy French soldiers directly to Ukraine appears to be approaching the point of action, as Ukraine reveals it has now legally cleared the way for foreign troops to arrive.

Ukraine’s new Commander in Chief General Oleksandr Syrskyi and the nation’s Defence Minister Rustem Umerov had talks with their French counterpart Defence Minister Sebastien Lecorne, they said on Sunday, underlining how they welcomed French troops and appealed to the country for more equipment and ammunition to be donated.

Syrskyi said he welcomed “France’s initiative to send instructors to Ukraine to train Ukrainian military personnel”, and revealed he had “already signed the documents that will allow the first French instructors” to arrive. That first wave of French troops would be visiting Ukrainian training facilities for familiarisation, he said.

Crucially, the Ukrainian stated he hoped, France breaking the Western taboo on ‘boots on the ground’ in Ukraine would encourage other backers to get involved more directly. He said: “I believe that France’s determination will encourage other partners to join this ambitious project.”

Latvia to allocate €20 million for drone coalition for Ukraine

Latvia plans to invest €20 million in a drone coalition to support Ukraine in 2024. The same amount will be allocated to strengthen Latvia's drone army, according to Latvia's Minister of Defense Andris Spruds.

He said that local Latvian companies would be involved in the production of drones.

"Recognizing the importance of drones in the war and guided by Ukraine's experience, we can announce the launch of the Drone Capability Initiative this year. We can metaphorically talk about creating a drone army," he said.

Spruds' statements imply that Latvia will not only supply drones to Ukraine but will also more actively implement these technologies in its own military.  .  .
