Sacramento is not in the SF Bay Area. Summer temps are usually in the 90s, except when temps are in the low 100s. While less hot than Arizona's Valley of the Sun, the Sacramento and American Rivers (which come together in Sacramento) bump up the humidity.
Sacramento is different from SF, in that many Sacred Homeless largely do their encampments on the trails and in the parks along the Sacramento and American Rivers instead of on sidewalks. One can literally look along the rivers using GoogMaps Satellite View and see the tarps and bum trash of encampments. They trash up the parks and trails, urinate and crap into the rivers - or wherever they roam - and they roam into neighborhoods near the parks and trails, stealing, crapping, and assaulting (not all do criminal stuff, but it's not SPD's and SCSD's job to sort out who does and does not).
