It’s worth noting the Soviets tried this and got food shortages. And they put shoplifters in the gulag.
Chicago already has failing schools, failing health-care, and of course failing public safety.
It could get a lot harder to find food in the city. True you can always Uber Eats, at least until the drivers get robbed enough times.
In theory, at some point the voters rebel. In really, in many once-great American cities they missed their chance.
