A.) Let's face it, low-level drug dealers are greedy and stupid. But cartel kingpins aren't stupid.

B.) It's bad for business to kill your customer. Fentanyl is the drug cartel's Kryptonite. They hate the stuff, and it's killing their business. It's so highly toxic that it's nearly impossible to handle in a mass distribution setting without advanced scientific and laboratory equipment to analyze and control dosage.

C.) The MSM constantly parrots that the primary source for Fentanyl is China (or is it?). The quality control for fentanyl entering the country is non-existent, and all over the map. Back to the advanced lab equipment; before dealers can increase profits by cutting more mainstream drugs with fentanyl (the most often stated reason for its existence), they need to first know what they're dealing with.

D.) The potency of fentanyl is so extreme that even if the profit margin was 1,000,000% there's not enough aggregate profit to motivate a country like China to sponsor its export. In other words, even a small lab could produce enough fentanyl to wipe out an entire country, but in reality all that would do is wipe out all the illegal narcotics users, not the general population. So, there's no strategic value to it.

E.) Even if the primary source for fentanyl really IS China, China doesn't do themselves any favors by killing their customers either. (See item #B above...don't kill your customer).

F.) Fentanyl's deadly reputation is scaring addicts away from using illegal drugs at all. That's not good for the illegal narcotics business either.

G.) Illegal narcotics dealers want you to use more drugs, not less. A lethal dose of this drug can fit on the tip of a pencil; that's going the wrong direction for a dealer trying to optimize profits though volume of sales. Even if the fentanyl dose doesn't kill a user, it's effects are far stronger and last much longer. Who's going to go buy more illegal narcotics when everyone is unconscious? Plus, killing a bunch of party goers with overdoses takes the 'fun' out of party in short order.

So, why does fentanyl exist at all? Where is it coming from? From the late 60's onward, the illegal narcotics trade has been a staggering source of black money, for use by governments in black ops. Fentanyl doesn't do anything to enhance this trade. In fact, it has the exact opposite affect. The point here is, the "War on Drugs" has long been a ruse by governments. The reality is, the war on drugs has really just been a war on who gets the profits! Fentanyl changes all that.

It’s most likely coming from illegal Chinese drug factories.

Either finished product or precursor chemicals are coming from China, into Mexico, and being packaged there.

Likely, some is being made here as well.
