  US didn’t anticipate Afghanistan exit chaos, State Department finds

Key failures by both the Trump and Biden administrations contributed to a chaotic and deadly end to the two-decade U.S. presence in Afghanistan, according to a State Department review that was published Friday.

 Among these included that senior officials did not prepare for worst case scenarios and appreciate how quickly the situation could devolve, that key leadership roles were not empowered with authority and firmly held policy positions failed to take into account dissenting opinions.

The review narrowly focused on the State Department’s responsibilities during the period where the U.S. was ending its military presence in Afghanistan, offering recommendations on how the agency could better prepare for and respond to extraordinary crises in unstable security environments.

The report, called the After Action Review, was commissioned by Secretary of State Antony Blinken in the aftermath of the U.S. pullout of Afghanistan, which formally ended on August 31, 2021.

It was released with little notice and fanfare in the afternoon of a holiday weekend, when Congress is out of session and the administration is unlikely to face public questioning from journalists at press briefings.

It also comes nearly two years after U.S. officials first committed to critically reviewing the U.S. pullout of Afghanistan, which marked one of the lowest moments for President Biden’s term and has contributed to criticism, and raised concern over how the U.S. government prepares for evacuating Americans in times of crisis.

While the U.S. managed to evacuate more than 120,000 people from Afghanistan over the course of two weeks, including more than 85,000 Afghans, the disorganized effort led to a swell of people rushing to the gates of Hamid Karzai International Airport over several days, and a subsequent suicide bomb blast killed 13 U.S. service members and more than 150 Afghans.

Sec. State Blinken ordered this review of the department’s response to the Afghanistan withdrawal. The result is critical of both President Trump and President Biden saying they failed to plan appropriately for the withdrawal.

    The report is sharply critical of the U.S. government’s handling of the most serious evacuation crisis since the fall of Saigon. It says President Biden and his predecessor, Donald Trump, each failed to appreciate how a U.S. military pullout would affect the Afghan government’s stability, and that standard summer diplomatic rotations in the weeks ahead of Kabul’s collapse left the U.S. evacuation in the hands of personnel who in some cases had been in the country for only a few days or weeks…

    The United States exit from Afghanistan, capped by a chaotic and deadly two-week evacuation from a single airfield in Kabul, pulled more than 120,000 people from harm’s way in an extraordinary airlift effort spearheaded by the U.S. military.

    But tens of thousands of others who had assisted the American war effort over 20 years were left behind in an effort marked throughout by chaos and violence, including a gruesome suicide bombing, a botched U.S. drone strike that killed 10 innocent people, and surging crowds that resulted in some people being trampled to death.

The focus on Trump’s decisions seems like a pretty clear attempt to spread the blame given that the disaster on the ground happened months into the Biden administration. The Post also notices the convenient timing of this report.

President Joe Biden attacked his own administration late this week for saying that his actions in Afghanistan in 2021 led to “serious consequences” and failures as U.S. forces pulled out from the country.

The report from the U.S. State Department said that the decision “to end the U.S. military mission in Afghanistan had serious consequences for the viability of the Afghan government and its security.”

The report found that “there was insufficient senior-level consideration of worst-case scenarios and how quickly those might follow” and that the administration “failed to establish a broader task force as the situation in Afghanistan deteriorated in late July and early August 2021.”

Biden was asked about the report at the end of a press conference on Friday that he held to discuss the Supreme Court ruling his student loan bailout was unlawful.

“Mr. President, do you admit failure in Afghanistan? Mistakes?” a reporter asked. “There was a — there was a report on Afghanistan withdrawal, saying there was failure, mistakes. Do you admit there was mistakes during the withdrawal and before?”

“No, no,” Biden shot back. “All the evidence is coming back.”

“Do you remember what I said about Afghanistan? I said al Qaeda would not be there,” he said. “I said it wouldn’t be there. I said we’d get help from the Taliban. What’s happening now? What’s going on? Read your press. I was right.”

President Joe Biden’s State Department, which previously hesitated to criticize the White House’s Afghanistan withdrawal, released a damning report on Friday afternoon detailing the Democrat’s failure to properly terminate decades of U.S. presence in the Middle Eastern country.

For two years now, Biden repeatedly tried to dodge responsibility for the hasty and harrowing troop removal that led to the deaths of 13 U.S. service members and stranded thousands of Americans, U.S. allies, and their families.

The State Department’s unclassified review, which is less than two dozen pages long due to redactions, sheepishly confirms that President Joe Biden’s ultimate execution of the withdrawal “posed significant challenges for the Department.” The confession, publicly released more than a year after completion, comes mere hours before the July 4 holiday weekend begins.

CNN’s Atwood: State Dept. ‘Waited’ a Year to Drop Afghanistan Report on Friday Before a Holiday Weekend

On Friday’s “CNN News Central,” CNN National Security Correspondent Kylie Atwood said the State Department waited a year to release its report on the withdrawal from Afghanistan on the Friday before the July 4 holiday weekend because the State Department “doesn’t want all of its failures with this withdrawal really dragged through Washington and set up at a moment when Congress is in session, they might face more criticism.”

Friday night document dump: Afghanistan pullout a huge failure, State Department report says

Slipped out under the radar ahead of a long Fourth of July weekend on a Friday night, the State Department's report on the U.S. pullout on Afghanistan in 2021 is out, and it's a beaut.

According to CBS:

    Washington — The State Department released on Friday an unclassified version of its Afghanistan "After Action Review" report, which faulted both the Trump and Biden administrations for "insufficient" planning and said a lack of clear communication and decision-making "added significantly" to the challenges U.S. personnel faced during the frenzied, and ultimately deadly, military withdrawal and evacuation from Kabul in 2021.

    Commissioned by Secretary of State Antony Blinken, the review was completed last year and follows an earlier White House report that was released in April. A Pentagon review remains classified.

NOBODY could possibly be so stupid as to not realize that anything left behind  would be seized and used by the enemy.
