Small operations can't possibly keep up with all the HSE, OSHA, and other regulations without taking time from the business of doing business. Large corporations can hire whole departments to deal with those regs, often outnumbering all the combined employees of the smaller operations.
By influencing which regs go through, and how they are implemented, the larger corporations tilt the playing field against the entrepreneurs, and consume them when they sell out in desperation to get some ROI.
