This means the *original* order was for the nationwide promotion of sexualized content to kids

Since that "news" site is probably laden with pop-ups and ads between every paragraph, I'm not giving them a click. Is there any news in it relevant to the article title claim beyond the obvious fact that for decades Target has coordinated goods and displays in its stores?
