I believe giving up a legally owned item for a favor that is being forced by someone has another name. Oh yeah extortion. That is it.

His problem is that he has no prior criminal history.  If he was a felon then they would have ignored him.

Here in CT, you can't buy ammunition without being registered with the state (and presenting the proper ID card).

I don't know if "possession" of ammunition without "the card" is a prosecutorial offense, though...
