China's reported overseas police network shows Beijing expanding global reach

Laura Harth of Safeguard Defenders warns that China's reported police service stations abroad are expanding the communist regime's international footprint.

The FBI and federal prosecutors announced Monday the arrests of two New York residents who allegedly ran an undisclosed Chinese government police station in Manhattan's Chinatown neighborhood.

Lu Jianwang and Chen Jinping have each been charged with conspiring to act as agents of China's government, according to the U.S. Attorney’s Office for the Eastern District of New York.

Breon Peace, the U.S. attorney for that office, said China's Ministry of Public Security (MPS) "has repeatedly and flagrantly violated our nation's sovereignty, including by opening and operating a police station in the middle of New York City."

Recently, it was revealed that two New York City residents were arrested for running an illegal overseas police station in Manhattan for the Fuzhou branch of China’s Ministry of Public Security. However, a new report by Safeguard Defenders indicates that this station is not alone, as there are many other “overseas service stations” operated by the Chinese Communist Party, including one in an undisclosed location in NYC, and another in Los Angeles.

Similar stations were also found in San Francisco, Houston, Nebraska, and Minnesota. These stations are allegedly tasked with spying on Chinese nationals worldwide.


If true, this would mean that Chinese officials are continuing to engage in espionage activities on US soil, violating US laws, and straining the complex relationship between the US and China, leading to diplomatic tensions and further scrutiny of Chinese operations in the homeland.

There was a ramen restaurant offering spicy beef tendons on the ground floor and a spy base upstairs on a busy street in Manhattan’s Chinatown. When the FBI raided it last year, agents in dark blue shouldered their way past hole-in-the-wall produce stands selling cheap strawberries, ads for overseas mobile phone plans, and illicit gambling dens to search a secret police station.

Indictments charge that this police station did not belong to the NYPD, but China’s feared Ministry of Public Security. The men working there in the shadow of the rusted blue steel of the Manhattan Bridge were allegedly harassing and threatening Chinese Americans, organizing political events and donating to and meeting with local and national Democrat officials.

A handful of blocks away from police headquarters, federal court buildings, and the financial district where Wall Street’s brokers play with billions a day, sits a slice of Chinatown where elderly men still ride shaky bicycles and tiny elderly women carrying giant sacks of recycled cans on their backs pass by. An artist offers cartoonish sketches of Mao alongside Madonna and musicians squat on sidewalks playing haunting airs on stringed lutes.

While most New Yorkers think of Chinatown as being all one place, there are actually strict divisions between the generations of immigrants, mainlanders who predate the Communist takeover and later arrivals who are divided by language and politics. The feuds between these two groups across tenement property lines and community groups have been as furious as they have been invisible to the rest of the city. It is reprehensible that Democrats, including Kathy Hochul and Eric Adams, took over $30K  from a CCP operative running a 'police station' used to intimidate residents on our soil.

Hochul, according to a Daily News review of campaign finance records.

Secretary of State Antony Blinken rolled out the red carpet Friday for Liu Jianchao, China’s leading envoy — and the architect of its global scheme to kidnap and silence anti-Communist dissidents.

Liu’s “Operation Foxhunt” included setting up Chinese “police stations” including in New York, to find and extort dissidents.

His trip to the US was capped by the reception at the State Department by Blinken on Friday morning, the day after he met President Biden’s deputy national security adviser Jon Finer.

It had also included a visit to the prestigious Council on Foreign Relations in Manhattan, a reception with a billionaire Wall Street investor, and an audience with United Nations Secretary General Antonio Guterres.
