Probably.  My point was that the folks running a hospital aren't the ones who order/approve this kind of thing.  It's usually some doctor doing something on his own that nobody else was quite aware of.  The hospital may still have liability, though.

COMFORT MEASURES IS COMMON PRACTICE IN HOSPITALS! Common practice.  They just keep it on the downlow, no paperwork, nothing.

And if you read my accounting of what happened to my parents above, there are common folk all across the land having a similar experience every day.
