Why wasn’t this Chinese spy balloon shot down earlier over the Pacific?

Two things here.  First of all, if you are acknowledging it as a "Chinese surveillance balloon", then why didn't you stop it from conducting surveilance.

Secondly, why did you target the payload, and do it with enough force to separate it from the balloon, allowing uninhibited free fall?  If you had punctured the balloon instead, the drag from the balloon would have kept it's fall under 30 mph.

That's like saying we allowed a Chinese strategic bomber to fly over the US but we somehow blocked it from dropping its bombs.

Let's say they shot it down over eastern Montana.
Temperatures this time of year are generally some where between zero and just freezing (32F).
There's a fair amount of snow pack out there, but it blows thin in places.
Imagine trying to search terrain that varies from rolling prairie to badlands in those conditions, with 15MPH considered a light breeze.

If the remains fell near a populated area, souvenir hunters would be a problem.

Current situation: warm weather, controlled access, scene secure. A seven mile debris field is a lot of water (and bottom) to cover.

And I agree, that a more gentle balloon buster might have brought the package down more in one chunk, but it is likely there is a barometric fused self destruct on board anyway.

I am NOT doubting your word for a minute,but how would you manage to pump that ice water under pressure when it is as cold as the upper-level atmosphere?

Maybe more betta to put a few 50 cal or 22 mm cannon shells through the balloon,and let it sink to the bottom of the sea wherever it hits?

The U.S. military is working to recover debris and intelligence information from a Chinese “spy” balloon that was shot down off the coast of South Carolina on Saturday.

The U.S. Navy and Coast Guard are working to establish a perimeter around where the balloon fell into the Atlantic Ocean and is searching for debris, a senior defense official said. The search is expected to be “fairly easy,” given that the balloon was shot down in a shallow area, the official said in a statement.

The surveillance balloon went down about six miles off the Carolina coast in about 47 feet of water, after an F-22 fighter fired one missile at the balloon, according to the Air Force press release.

However, despite falling in relatively shallow water, the official said there is no estimate for how long it will take to recover the debris.

Had they shot it down at that point, the possibility of debris hurting people (Milley's supposed objection that led him to disobey his CiC's order) would have been minimal. How many people were hurt by falling debris when the space shuttle disintegrated over Texas? As I recall, zero.

 Navy divers are working to recover debris from the suspected Chinese spy balloon the U.S. shot down off the coast of South Carolina on Saturday.

U.S. Navy and Coast Guard ships arrived to the site where the balloon hit the water on Saturday before establishing a perimeter around the area. Pentagon officials say the recovery effort is expected to be relatively easy thanks to the shallow depth of just under 50 feet, but it could still take days.

The U.S. military had put several vessels from the Navy and Coast Guard on alert prior to shooting down the balloon. Recovery efforts began later Saturday and continue Sunday, with divers facing few obstacles aside from cold water temperatures, according to the New York Times.

Defense Secretary Lloyd Austin said in a statement that the balloon, which was being used to surveil "strategic sites" in the U.S., was an "unacceptable violation of our sovereignty." President Biden ordered the balloon shot down last week, but the military waited until the craft was over open water.

A Fishrrman totally-speculative speculation™:

The only reason the Chinese balloon was shot down at all, was because it was "publicly-discovered" and a huge brouhaha arose about it.

IF it had not been so discovered by the media and the public -- even though its presence was (obviously) "seen" by the military, NORAD, and other intelligence agencies -- it would have been permitted to pass over the country and back out to sea unmolested.

Per order of the "administration"...
