2. Rapid response team in Haz Mat and PPE Level A respond.
3. Bleach the hell out of it before recovery, and Run the geigers over the entire course of the structure.
4. Conduct forensics to kazoo to determine scope, purpose, and intent.

China may be flying a spy balloon over our country but on the bright side, it's not like we're allowing them to buy our farmland, are totally reliant on them for medical supplies, every corporation has their manufacturing base there, and have Congressmen who banged their spies.
