Biden dusts off Clinton and Obama playbook for battling House Republicans

Republicans risk being caricatured by the White House as President Joe Biden and his aides deploy strategies from former Presidents Bill Clinton's and Barack Obama's post-midterm election playbook.

From advancing abortion legislation to conjecture about slashing Social Security and Medicare, House Republicans are Biden and the Democrats' main targets before next year's elections. But while House GOP lawmakers are being urged to better balance their base strategy with their newfound responsibilities now that they are in the majority, the White House is also being warned against being too partisan during negotiations over raising the debt ceiling.

Clinton and Obama were infamously "shellacked," as Obama described it, in their first midterm elections. Yet the pair were able to recover before their respective presidential cycles two years later, securing second terms, in part, by campaigning against perceived Republican missteps

Decades later, the White House has adopted the same strategy. For example, Biden and his aides have amplified Sen. Rick Scott's (R-FL) proposal that would require Social Security and Medicare to be reauthorized every five years. That criticism continues after last year's midterm elections and Scott's tenure as National Republican Senatorial Committee chairman amid the senator's reelection campaign launch, speculation regarding his presidential aspirations, and, more broadly, House GOP lawmakers endorsing entitlement reform as part of debt ceiling negotiations.
