"And there is the base in Tadjikistan, under construction in the Gorno-Badakhshan autonomous region, which shares borders with China and Afghanistan, with which Beijing seeks to reinforce its presence in Central Asia." ...

If you can believe Wikipedia, there are USN bases in Cuba and Bahamas; USAF in Aruba, Curacao, and Honduras; Coast Guard in Cuba. https://en.wikipedia.org/wiki/List_of_United_States_military_bases
 I couldn't find anything else even close to South America.

First thing I thought, too, when I read the title.

But a doctrine is only as strong as those behind it willing to enforce it.
Probably not gonna happen.

When China gets this built, well...  that's gonna be a harbinger of the end of US dominance in the Western Hemisphere...
