Congress Unveils Stop-Gap Spending Bill with $12+ Billion in Ukraine Aid

Congressional appropriators released a stop-gap bill Monday night that would fund the government through mid-December, specifically earmarking $12.3 billion in aid for Ukraine and $3 billion for Afghan resettlement programs.

The short-term spending bill, otherwise known as a continuing resolution (CR), would fund the government until December 16. This would give Congress more time to hash out a longer-term deal to continue funding the government.

The federal government will face a shutdown if Congress fails to pass the CR by the end of Friday.

Along with funding the government at similar spending levels, the CR would provide:

    $12.3 billion in economic and military aid to Ukraine
    $1 billion for Low-Income Home Energy Assistance (LIHEAP)
    $2.5 billion in funding for New Mexico to recover from the Hermit’s Peak/Calf Canyon fire
    $20 million for water infrastructure in Jackson, Mississippi
    a five-year reauthorization of FDA user fees
    $3 billion for the State Department to facilitate Afghan resettlement, and the FBI would receive $15 million to vet Afghan refugees
    $35 million to prepare and respond to “potential and radiological incidents in Ukraine”

The CR also includes Sen. Joe Manchin’s (D-WV) Energy Independence and Security Act, which Senate Majority Leader Chuck Schumer (D-NY) promised he would include as part of Manchin’s support for the Inflation Reduction Act.

If passed, the legislation would dramatically reduce the time needed for the federal government to do environmental reviews.

However, Manchin’s legislation may face significant hurdles as both Republicans and Democrats oppose his legislation. Republicans prefer Sen. Shelley Moore Capito’s (R-WV) alternative bill, while Sen. Bernie Sanders (I-VT) and other leftists worry about the environmental implications of the bill.

On Monday’s broadcast of Newsmax TV’s “American Agenda,” Rep. Dan Meuser (R-PA) said that Republicans shouldn’t and he won’t vote for government funding unless it has improvements to border security. He also called for any continuing resolution to be extended through January, not December, because government funding that expires in December would give a Democratic majority in Congress the opportunity in the lame duck session to have a “last hurrah” to spend more money before Republicans likely take control of the House in January.

Meuser stated, “We want border security. I think all of America, just about, except for the woke few, want to see a limit on the thousands of illegals and tons of drugs that are entering our country. And so, we do have the power of the purse in Congress, and we want some funding, but more importantly, protection at our southern border. So, I agree with Leader McCarthy. We must see that. Enough is enough. I am certainly not going to vote for an easy pass for this if we don’t see some improvement to the border. And on top of that, why should we? I mean, here, we’re most likely going to win this majority. I’m also looking to see it be extended through January, right? We’re not in the business of extending it through December and what, just giving them their last hurrah, one last trillion dollars to — of taxpayer money to waste?”

If they simply lived off the money they collect in taxes, we wouldn't need a stop-gap spending bill.

Senate set for test vote on Manchin energy proposal as government shutdown looms
A group of liberal Democrats and several Republicans have already expressed opposition to Manchin's energy proposal

The Senate is set to take a test vote Tuesday evening to break a filibuster and begin work on an interim spending bill to avoid a government shutdown.

Tuesday's vote at 5:30 p.m. ET is a test to see if the proposal by Sen. Joe Manchin., D-W.Va., to expedite energy permitting and approve a pipeline in his state can command 60 votes. If it can’t, the funding deal is likely stalled.

A coalition of liberal Democrats and many Republicans have teamed up on Manchin. Progressives don’t like the energy permitting provisions due to their concern about the environment. Republicans oppose the plan because - while they like new energy permits - they don’t want to give Manchin a win.

Republicans are holding a grudge against Manchin after he helped cut a deal to pass the Democrats’ spending, tax and climate bill in August. Part of Manchin’s arrangement with Senate Majority Leader Chuck Schumer, D-N.Y., to vote yes on that bill was a guarantee that permitting reform would be in the interim spending plan.
