Flash: ACLU ‘Trusts’ Serial Sex Assailant From Honduras

A thrice-deported Honduras national linked to multiple indecent exposure and sex abuses cases is in a Fairfax County (Va.) jail. Whether U.S. Immigration and Customs Enforcement (ICE) gets another crack at removing him is a crap shoot because Virginia’s largest county has a “trust policy” that bars local officials from cooperating with federal immigration agents.
Authorities say Juan Rodriguez Alfaro, 42, may be connected to 21 separate incidents in the Washington, D.C., area, often appearing naked from the waist down. He is also a suspect in a 2021 attack on a female jogger in New York.
ICE says it has lodged a detainer request with Fairfax County so the agency would be alerted in the event Rodriguez Alfaro is released. But county officials are under continued pressure not to cooperate.
