In that sense, yes, our culture, even if we don't subscribe to the nonsense we see, because there is little effective pushback.

It is not the street thugs you see that are really responsible for this. Most of those fools don't have enough common sense to come in out of the rain.
It is the people who profit financially,politically,or both who are responsible for pushing this lifestye.
