Two confidential informants and surveillance of the alleged plotter’s WhatsApp account reveal plans to smuggle assassins into the U.S. to murder the former president, according to a search warrant application discovered by Forbes.

An alleged ISIS-linked operative in the U.S. was plotting to kill George W. Bush, going so far as to travel to Dallas in November to take video around the former president’s home and recruiting help from a team of compatriots he hoped to smuggle into the country over the Mexican border, according to an FBI search-warrant application filed March 23 and unsealed this week in the Southern District of Ohio.

The FBI said it uncovered the scheme through the work of two confidential informants and surveillance of the alleged plotter’s account on the Meta-owned WhatsApp messaging platform. The suspect, based in Columbus, Ohio, said he wanted to assassinate Bush because he felt the former president was responsible for killing many Iraqis and breaking apart the country after the 2003 U.S. military invasion, according to the warrant.

The case shows how federal investigators continue to monitor threats from ISIS even as the group has been severely weakened by American intelligence and military operations in recent years. It also shows how the FBI, despite its claims of being prevented from investigating major crimes because of Meta and other tech providers’ use of encryption, has been able to work around WhatsApp security by using old-school policing with sourcing of informants and tracking the metadata they can get from the messaging company.

The FBI has arrested Iraqi national Shihab Ahmed Shihab Shihab on suspicion that he plotted to assassinate former president George W. Bush.

According to a search warrant dated March 23 but just unsealed this week, Shihab wanted to retaliate against the former president for orchestrating the War in Iraq. To that end, he cased Bush’s personal residence as well as the George W. Bush Institute in Dallas, TX to try and uncover any security weaknesses. The warrant also claims that Shihab wanted to smuggle in four other Iraqi nationals — currently located in Iraq, Turkey, Egypt and Denmark — through the Mexican border for the purposes of carrying out the deed and was willing to pay $15,000 to bring them to the US.

The FBI became aware of Shihab’s plans through the cooperation of two informants. One informant told the FBI that in November of last year, Shihab inquired how he might “obtain replica or fraudulent police and/or FBI identifications and badges” to infiltrate areas otherwise protected by the Secret Service and whether designated perpetrators might be smuggled back out of the country once the hit had been completed. ...

An accused Islamic State (ISIS) operative living in Columbus, Ohio, allegedly sought to smuggle terrorists through the United States-Mexico border in a plot to assassinate former President George W. Bush, an unsealed Federal Bureau of Investigation (FBI) search warrant application reveals.

The documents, reviewed by Forbes, seemingly detail widespread fraud across numerous aspects of the nation’s immigration system, from asylum claims to the record-breaking porous southern border under President Joe Biden’s direction.

According to the documents reviewed by Forbes, an accused ISIS operative had been plotting to carry out an assassination of Bush. The operative allegedly traveled to Dallas, Texas, to photograph and shoot video of Bush’s home and the George W. Bush Institute.

Most prominently, the operative wanted to use the nation’s porous southern border to smuggle ISIS terrorists into the U.S. interior, who would then help carry out the assassination plot, Forbes reports:

Federal authorities arrested an Iraqi man on Tuesday in connection to an alleged Islamic State (ISIS) terrorist group plot to assassinate former U.S. President George W. Bush.

Forbes first reported the FBI uncovered an alleged plot by an Iraqi man to assassinate Bush on behalf of ISIS. The suspect reportedly plotted to smuggle fellow ISIS members into the U.S. to help him carry out the attack.

Forbes initially declined to report the suspect’s name as he has not been charged, but the U.S. Department of Justice subsequently announced they had arrested the suspect and identified him as 52-year-old Shihab Ahmed Shihab Shihab. The DOJ is charging Shihab with aiding and abetting in a murder plot.

The FBI uncovered the alleged plot with the help of two confidential informants and by surveilling the Shihab’s account on the Meta-owned WhatsApp messaging platform.

FBI applied for a search warrant against the Iraqi man on March 23 and the search warrant was unsealed in a federal court for Ohio’s Southern District this week. According to the unsealed search warrant, which was shared with Forbes, Shihab wanted to assassinate Bush as retribution for ordering the 2003 invasion of Iraq. According to the warrant, Shihab considered Bush responsible for the deaths of many Iraqi citizens and the fracturing of the country.
