President Joe Biden argued on Thursday that U.S. sanctions against Russia were not meant to deter Vladimir Putin from invading Ukraine and that sanctions never deter, despite numerous high-ranking Biden administration officials arguing the sanctions were meant to do so.

The United States announced the imposition of new sanctions on Russian defense companies and hundreds of Russian lawmakers and elites on Thursday, adding to the U.S and Western sanctions that have already crippled Russia’s currency, harmed the Russian economy, and led to a crackdown on Russian oligarchs across the globe.
 
Biden, who is in Brussels for a meeting with NATO leaders, was asked if these sanctions would prod Putin to alter course, and the president claimed the sanctions weren’t meant to deter the Russian strongman, though his vice president, national security adviser, secretary of state, and other officials had said that was indeed a goal.
